SUBJECT: NO STOPPING ZONE ALONG THE WEST SIDE OF DEL MONTE DRIVE, FROM
450 FEET SOUTH TO 305 FEET NORTH OF CENTERLINE WINDSOR DRIVE
AND ALSO ALONG THE EAST SIDE FROM WINDSOR DRIVE TO 450 SOUTH
OF CENTERLINE WINDSOR DRIVE

BACKGROUND
The Traffic Engineering section received a request from a citizen (Ms..Joyce Smight) to conduct a
sight visibility study at Del Monte Drive and Windsor Drive Intersection. Staff reviewed the
Intersection and determined that the sight visibility and stopping sight distance at this location are
marginal due to the horizontal curvature of the roadway. A block wall and shrubs also partially
obstruct the line of sight of motorists exiting Windsor Drive.
A striping plan for Del Monte Drive at Windsor Drive was developed to Increase the sight visibility
of northbound approaching vehicles for motorists exiting Windsor Drive. To Implement the striping
plan, a no -stopping zone would be required along the west and the east side of Del Monte Drive In
the vicinity of Windsor Drive.
To enhance the situation at the subject location, a no -stopping zone "No Stopping Anytime" will
be appropriate In conjunction with the proposed striping plan.
That the City Council adopt Resolution No. 92-198 restricting stopping of vehicles on Del Monte
Drive:
1. West side from 450 south to 305 north of the centerline of Windsor Drive (Total of 755 feet).
2. East side from the centerline of Windsor Drive to 450 southerly (total of 450 feet).

ALONG THE EAST SIDE FROM WINDSOR DRIVE TO
450 SOUTH OF CENTERLINE WINDSOR DRIVE
WHEREAS, In conjunction with the proposed striping plan, a need to establish a.no-stopping
zone on Dei Monte Drive from 450 feet south to 305 feet north of the centerline of Windsor Drive;
WHEREAS, It Is consistent with normal traffic engineering practices to establish a no -stopping
zone In areas where stopping, standing, or parking of vehicles would unduly Interfere with the free
movement of traffic; and
WHEREAS, Section 22507 of the California Vehicle Code of the State of California provides for
local authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or
portions thereof, during all or certain hours of the day.
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does resolve as
follows:
SECTION 1. That the stopping of vehicles on the following streets, highways, or portions
thereof, shall be prohibited.
a. On Del Monte Drive along the west side from 450 feet south to 305 feet north of the
centerline of Windsor Drive.
b., On Det Monte Drive along the east side from the centerline of Windsor Drive to 450 feet
southerly.
SECTION 2. That the prohibition of stopping of vehicles, as provided herein shall apply
when appropriate curb markings or signs giving adequate notice thereof have been placed as
described in Section. No. 1.
SECTION 3. That staff shall Install the necessary curb markings or signs to effect this
resolution.
