Harris SUBJECT: PROHIBITION OF ON -STREET PARKING ALONG PORTIONS OF ARROYO PARR DRIVE AND DEL MONTE DRIVE W/0 MCBEAN PARKWAY TEMPORARY PARKING ALONG DEL MONTE DRIVE E/O MCBEAN PARKWAY Resolution Nos. 92-10 & 92-11 DEPARTMENT: Community Development BACKGROUND Several citizens and homeowners groups .have expressed concerns over certain traffic issues relating to Arroyo Park Drive and Del Monte Drive west of , McBean Parkway which could not be addressed until now because the streets had not been accepted as City streets. The streets have recently been accepted, and the following traffic issue was requested to be investigated: "Commuter carpoolers park too close to the driveways and intersections along Del Monte and Arroyo Park .Drives west of McBean Parkway, obstructing the sight distance of people trying to turn onto the streets. Parking prohibitions along both streets have been requested." Both streets were observed for a few days, and the results are as follows: 1. Various carpoolers using the Santa Clarita transit downtown commuter bus to downtown Los Angeles park their vehicles along both sides of Arroyo Park Drive or Del Monte Drive .west of McBean Parkway from 5:00 a.m. to 7:30 p.m. on weekdays. 2. There are horizontal curves on both Arroyo Park Drive and Del Monte Drive west of McBean Parkway. 3. The sight visibility for those drivers leaving the driveways from both sides of the streets are reduced when cars are parked adjacent to the driveways. 4. There are existing "No Parking" zones along both sides of Del Monte Drive between McBean Parkway and E1 Paseo Drive. Staff has had several meetings with the homeowners' associations and also the City's Public Works Department, Transit Division. A major concern is where the carpoolers will park: in the interim. A resolution to allow temporary parking until July 31, 1992 is being proposed to address this issue. This would allow the City transit system to investigate some other alternatives and locations for their Santa Clarita transit downtown commuter bus users to park their vehicles. (See Exhibit B.) The homeowners' association and the Public Works Department are all in agreement with the staff recommendations. Adopted:L_/a _____._� : g.- PROHIBITION OF ON -STREET PARKING Page 2 The City transit system has just completed a survey to show if the commuters oppose the new proposed temporary location. The survey results indicate .that 77% of the commuters do not object to this relocation. RECOMMENDATION 1. Adopt Resolution No. 92-10 prohibiting parking along portions (as described in the Resolution) of Del Monte Drive and Arroyo Park Drive west of McBean Parkway for better visibility of those drivers exiting.the driveways. (See Exhibit "A".) 2. Adopt Resolution No. 92-11 allowing temporary parking until July 31, 1992 along both sides of Del Monte Drive between McBean Parkway and El Paseo Drive. (See.Exhibit "B") ATTACHMENTS Resolution No. 92-10 Resolution No. 92-11 Exhibit A Exhibit B hds:551 RESOLUTION NO. 92-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA PROHIBITION OF ON -STREET PARKING ALONG ARROYO PARK DRIVE ANDEL MONTE DRIVE WEST OF MCBEAN PARKWAY WHEREAS, a request was made to establish no on -street parking along both sides of Arroyo Park Drive and Del Monte Drive west of McBean Parkway; and WHEREAS, it is consistent with normal traffic engineering practices to establish parking or no -parking; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That the parking of vehicles on the following streets or highways, or portions thereof, shall not be allowed: (1) Arroyo Park Drive, along the north side from 0 feet to 505 feet west of BCR at McBean Parkway; and (2) Arroyo Park Drive, along the south side from 0 feet to 850 feet west of ECR at McBean Parkway; and (3) Del Monte Drive, along the north side from 0 feet to 560 feet west of BCR at McBean Parkway; and (4) Del Monte Drive, along the south side from 0 feet to 195 feet west of ECR at Parkview Drive; and (5) Del Monte Drive, along the north side from 0 feet to 180 feet east of ECR at Goldcrest Drive. SECTION 2. That the no on -street parking of vehicles, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 3. That staff shall provide the necessary curb markings or signs to effect this Resolution. Grindey„City Clerk hds:554 RESOLUTION NO. 92-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ALLOWING TEMPORARY PARKING ALONG DEL MONTE DRIVE BETWEEN MCBEAN PARKWAY AND EL PASEO DRIVE FROM JANUARY 28, 1992 TO JULY 31, 1992 WHEREAS, a request was made to establish temporary parking along both sides of Del Monte Drive between McBean Parkway to E1 Paseo Drive; and WHEREAS, it is consistent with normal traffic engineering- practices to establish parking or no -parking; and WHEREAS, Section 22507 of the Vehicle Code of. the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That the.parking of vehicles on the following streets or highways, or portions thereof, shall be allowed from November 26, 1991 to July 31, 1992. (1) Del Monte Drive, on both sides between McBean Parkway and E1 Paseo Drive. SECTION 2. That the parking of vehicles,,.as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 3.
