This item is on the agenda for public hearing and adoption of the 1992-93
proposed Operating and Capital Improvement Budget. The City Council has
conducted budget study sessions throughout the months of May and June to ensure
that all components of the budget were sufficiently addressed. As a result of
these meetings, items totaling $512,200 were presented by the City Council for
further review and incorporation into the budget.
Attachment A reflects a listing of the items presented by the City Council for
funding, as well as proposed reductions to line items to compensate for such
additions, while continuing to provide for a balanced budget in the upcoming
fiscal year.
In addition to the operating budget, approximately $13,000,000 of restricted
revenue has been proposed for various capital improvement projects throughout.
the City.
In order to -complete the budget package it is necessary to approve and adopt the
Gann Limit Resolution #92-136, as well as Resolution 192-135 authorizing
appropriations for the upcoming fiscal year in the amounts budgeted.
In addition, Resolution #92-107 is included to provide for the compensation of
employees of the City of Santa Clarita. Resolution 492-108 is included to amend
the personnel rules to include provisions for the State mandated Family Leave
Law.
Finally, the resolution of intent to approve an amendment to the contract
between the City and the Public Employees -Retirement System is included. This
resolution combined with the corresponding ordinance 192-14 allows the City to
now participate in a retirement package providing 2X at 55 rather than 2% at 60.

RECOMMENDATION
That the City Council receive final presentation on the Proposed 1992-93
Operating and Capital Improvement Budget, conduct the public hearing and approve
amendments to the 1992-93 budget. In addition, adopt Resolution 192-135
which authorizes appropriations in the amounts budgeted, Resolution 192-107
providing compensation for City employees, Resolution 92-108 amending the
Personnel Rules and Resolution 192-136 Adopting the Gann Appropriation Limit for
Fiscal Year 1992-93. Finally adopt Resolution 192-137 to amend the City's
contract with the Public Employee's Retirement System and introduce Ordinance
192-14 enacting the amendment to the contract between the City of Santa Clarita
and the Public Employees Retirement System.

PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa
Clarita to consider the proposed budget for fiscal year 1992=93.
The budget will be heard by the City Council in the City Hall Council
Chambers, 23920 Valencia Blvd., 1st Floor, the 23rd day of June, .199Z, at or
after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on
this matter at that time. Further information may be obtained by contacting

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA AUTHORIZING AN
AMENDMENT TO THE CONTRACT BETVEEN.THE
CITY OF SANTA CLARITA AND THE
BOARD OF ADMINISTRATION OF THE CALIFORNIA
PUBLIC EMPLOYEES'S RETIREMENT SYSTEM
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES ORDAIN AS FOLLOVS:
SECTION 1. That an amendment of the contract between the City Council of
the City of Santa Clarita and the Board of Administration, California Public
Employees' Retirement system is hereby authorized, a copy of said amendment
being attached hereto, marked Exhibit A, and by such reference made a part
hereof as though herein set out in full.
SECTION 2. The Mayor of the City Council is hereby authorized;
empowered, and directed to execute said amendment for and on behalf of said
Agency.
SECTION 3. This Ordinance shall take effect 30 days after the date of
this adoption, and prior to the expiration of 15 days from the passage thereof
shall be published at least once in The Signal and thenceforth and thereafter
the same shall be in full force and effect.
SECTION 4. The City Clerk shall certify to the passage of this ordinance
and shall cause the same to be published as required by law.

The Board of Administration, Public Employees' Retirement System, hereinafter referred to as Board,
and the governing body of above public agency, hereinafter referred to as Public Agency, having .entered
into a contract effective November 14, 1988, and witnessed October 20, 1988„ which provides for
participation of Public Agency in said System, Board and Public Agency hereby agree as follows:
A. Paragraphs i through 10 are hereby stricken from said contract as executed effective November
14, 1988, and hereby replaced by the following paragraphs numbered 1 through 11 inclusive:
1. All words and terms used herein which are defined in the Public Employees' Retirement
Law shall have the meaning as defined therein unless otherwise specifically provided.
"Normal retirement age" shall mean age 55 for local miscellaneous members.
2. Public Agency shall participate in the Public Employees' Retirement System from and
after November 14, 1988 making its employees as hereinafter provided, members of said
System subject to all provisions of the Public Employees' Retirement Law except such
as apply only on election of a contracting agency and are not provided for herein and to
all amendments to said Law hereafter enacted except those, which by express provisions
thereof, apply only on the election of a contracting agency.
3. Employees of Public Agency in the following classes shall become members of said
Retirement System except such in each such class as are excluded by law or this
agreement:
a. Employees other than local safety members (herein referred to as local
miscellaneous members).
4. In addition to the classes of employees excluded from membership by said Retirement
Law, the following classes of employees shall not become members of said Retirement
System:
a. SAFETY EMPLOYEES.

5. The percentage of final compensation to be provided for each year of credited prior and
current service as a local miscellaneous member shall be determined in accordance with
Section 21251.132 of said Retirement Law. (2% at age 55 Full).
6. Public Agency elected to be subject to the following optional provisions:
a. Section 20835.1 (Limit Prior Service to Members Employed on Contract Date).
b. Section 20930.3 (Military Service Credit as Public Service),
Statutes of 1976.
7. Public Agency, in accordance with Government Code Section 20759, shall not be
considered an "employer" for purposes of the Public Employees' Retirement Law.
Contributions of the Public Agency shall be fixed and determined as provided in
Government Code Section 20759, and such contributions hereafter made shall be held by
the Board as provided in Government Code Section 20759.
8. Public Agency shall contribute to said Retirement System the contributions determined by
. actuarial valuations of prior and future service liability with respect to local miscellaneous
members of said Retirement System.
9. Public Agency shall also contribute to said Retirement System as follows:
a. A reasonable amount, as fixed by the Board, payable in one installment within 60
days of date of contract to cover the costs of administering said System as it
affects the employees of Public, Agency, not including the costs of special
valuations or of the periodic investigation and valuations required by law.
b. A reasonable amount, as fixed by the Board, payable in one installment as the
occasions arise, to cover the costs of special valuations on account of employees
of Public Agency, and costs of the periodic investigation and valuations required
by law.
10. Contributions required of Public Agency and its employees shall be subject to adjustment
by Board on account of amendments to the Public Employees' Retirement Law, and on
account of the experience under the Retirement System as determined by the periodic
investigation and valuation required by said Retirement Law.

11. Contributions required of Public Agency and its employees shall be paid by Public Agency
to the Retirement System within fifteen days after the end of the period to which said
contributions refer or as may be prescribed by Board regulation. If more or less than the
correct amount of contributions is paid for any period, proper adjustment shall be made
in connection with subsequent remittances. Adjustments on account of errors in
contributions required of any employee may be made by direct payments between the
employee and the Board.

A RESOLUTION OF INTENTION TO APPROVE AN
AMENDMENT TO CONTRACT BETWEEN THE

AND THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
'WHEREAS, the Public Employees' Retirement Law permits the participation
of public agencies and their employees in the Public Employees' Retirement
system by the execution of a contract, and sets forth the procedure by which
said public agencies may elect to subject themselves and their employees to
amendments to said Law; and
WHEREAS, one of the steps in the procedures to amend this contract is the
adoption by the governing body of the public agency of a'resolution giving
notice of its intention to approve an amendment to said contract, which
resolution shall contain a summary of the change proposed in said contract; and
WHEREAS, the following is a statement of the proposed change:

CLARITA, CALIFORNIA, APPROVING AND ADOPTING THE ANNUAL
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 1992-93
The, City Council of the City of Santa Clarita hereby resolves as
SECTION 1: The City Council of the City of Santa Clarita hereby
finds and determines:
A. That the Department of Finance has notified the City of the
change in the California per capita personal income and such change is
-.64X, for the prior calendar year.
B. That the City also has the option to use the change in the
local assessment roll due to local. nonresidential construction in lieu of
the California per capita personal income change; however, the State nor the
County of Los Angeles has this information at this time.
C. That the Department of Finance has notified the City of the
change in population of the City and the entire Los Angeles County in -which
the City has the option to use the greater percentage change, which change
is an -increase of 2.67% for the City of Santa Clarita for the prior calendar
year.
D. That, pursuant to California Constitution Article %IIIB,
Section 1 and Government Code sections 7900 et sea., and pursuant to the
guidelines set forth by Proposition 111, the City appropriations limit must
be adjusted - for changes from the base year of 1986-87 to the fiscal year
ending June 30, 19930 by the changes in the California per capita personal
income and in population.
E. That the appropriations limit documentation applicable to
this Resolution has been available for public inspection for fifteen days
prior to approval by the City Council, pursuant to Government Code section
7910.
SECTION 2. That the appropriations limit for the City of Santa
Clarita for fiscal year ending June 30, 1993 -is $89,757,008.
SECTION 3. That the City Clerk shall certify to the adoption of
this Resolution.

The Appropriations Limit, established by the State of California per.Article
XIIIB of the California State Constitution, sets a limit for the annual
appropriations of tax proceeds for all municipalities.
Article XIIIB was recently amended by Proposition 111 to change the method
of calculating the annual appropriations limit. Prior to Proposition 111,
the annual appropriations limit was adjusted annually by the change in the
cost of living or by the change in California per capita personal income,
whichever was less, and by the percentage change in the population of the
City.
Under the new guidelines set forth by Proposition 111, the annual
appropriations limit will not exceed a base year adjusted by the -change in
population of the City or the County combined with either the change in
California per capita personal income or the change in the local assessment
roll due to local nonresidential construction. Proposition 111 also changed
the base year for all municipalities to 1986-87.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA ADOPTING THE
ANNUAL BUDGET FOR FISCAL YEAR 1992-1993
AND MAKING APPROPRIATIONS FOR THE AMOUNT BUDGETED
WHEREAS, a proposed annual budget for the City of Santa Cladta for the fiscal year
commencing July 1, 1992, and ending June 30, 1993, was submitted to the City Council and
is on file in the City Clerk's Office, and
WHEREAS, proceedings for adoption of said budget have been duly taken, and
WHEREAS, the City Council has made certain revisions, corrections, and
modifications to said proposed budget, and
WHEREAS, the City Manager has caused the proposed budget document to be
corrected to reflect the changes ordered by the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
Section 1. The budget attached hereto and included herein by Resolution is adopted
as the Annual Budget for the City of Santa Clarita for Fiscal Year commencing July 1, 1992,
and ending June 30, 1993.
Section 2.: There is hereby appropriated to each account set forth in said budget,
attached hereto and made a part hereof, the sum shown for such account in the 1992-1993
budget, and the City Manager is. authorized and empowered to expend such sum for the
purpose of such account but no expenditure by any office or department for any item within an
account will exceed the amount budgeted therefore without prior approval of the City Manager.

COMPENSATION OF THE EMPLOYEES OF THE CITY
WHEREAS, Section 37206 of the Government Code requires the City Council
to prescribe the time and method of paying salaries, wages and benefits of
employees of the City; and
WHEREAS, .the City Council has authorized and directed, under provisions
of the Municipal Code of the City of Santa Clarita, Section 2.080.060 (7), the
City Manager to prepare a proposed salary plan for.all City employees.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa
Clarita as follows:
SECTION 1. Salaries and benefits shall be fixed and determined by the
City Council as indicated on Exhibits 1, 2, 3, 3a & 4.
SECTION 2. All prior resolutions and parts of resolutions in conflict

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA .
AMENDING THE PERSONNEL RULES
WHEREAS, Section 5 of Ordinance 88-52, adopted January 10, 1989, of the
City of Santa Clarita requires the City Council to adopt and amend as
necessary Personnel Rules;
WHEREAS, Section 5 of Ordinance 88-52 of the City of Santa Clarita
requires that these rules establish regulations governing the personnel system;
NOV, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa
Clarita as follows:
SECTION 1: Personnel Rule XIV, Sections 10 & it attached hereto as
Exhibit 1 is hereby amended.
SECTION 2: That the City Clerk shall certify the adoption of this
resolution.

Rule XIV SEC. 10.
Maternity Leave
Female employees shall be granted a leave of absence not to exceed
four (4) calendar months upon°presentation of proof of *a pregnancy
disability.
Sick leave pay may be used for any pregnancy disability leave of
absence. Once the employee has exhausted all sick leave, the
employee must use available vacation time before being placed on an
unpaid pregnancy disability. leave during the. remainder of .the
disablement period.
After the employee has been medically released from disability
leave, the employee may then request a family care leave to care for
the newborn child.
Maternity leave may be extended /beyond four (4) months upon the
request of the employee and the approval of the City Manager.
Rule XIV.SEC. 11.
Family Care Leave Law
Family care leave may be used for the birth or adoption of a child
of the employee or to care for a seriously ill child, spouse, or
parent. This law works in conjunction with the Maternity Leave rule
addressed in Section 10. However, the maximum time off available
under both of these rules combined for pregnancy, child birth and
child care is five months.
Employees with more than one year of continuous service may request
up to a total of four months in a 24 -month period for family care
leave. The family care leave does not need to,be consecutive, but
it is cumulative within the 24 -month period.
Employees must request a family.care leave as much in advance of the
date for the leave as possible. Employees may be required to submit
a doctor's certificate to verify the need for family care -leave.
A request for family care leave may not be granted if (1) the
employee' s spouse is taking a . family care leave or is unemployed,
(2) it would create an undue hardship on the employer, or (3) the
employee is among the top paid employees in the organization.
Employees will be required to exhaust all accrued vacation time
before becoming eligible for an unpaid leave. Employees may be
entitled to use their accrued sick time during a family care leave.
Benefits during the leave period are to be handled in the same
manner as benefits for employees on any other type of leave of
absence.
