Staff originally anticipated the Planning Commission to have finalized their
review and transmitted their recommendation on the Draft Unified Development
Code to the Council for tonight's hearing. Since the Commission is still in
deliberations and the process is likely to take several months, staff
recommends that the Council hearing be continued to a date uncertain and
readvertised following completion of Planning Commission action.
In response to increased public interest and comments made at the Planning
Commission hearings, staff is preparing a revised Citizen Participation Plan
and Program, including issue -focused community workshops, so that the issues -
raised by interested parties and groups may be fully addressed. The process
is expected to take several additional months time, after which the Planning
Commission would resume deliberations.
RECOMMENDATION
Continue the public hearing to a date uncertain.

NOTICE OF PUBLIC HEARING AND ENVIHONNENT AL ASSESSMENT
CITY OF SANTA CLARITA
UNIFIED DEVELOPMENT ORDINANCE AND ZONING MAP CONSIDERATION
In June, 1991 the City adopted its first General Plan. Following the adoption
of the General Plan, the City began developing a Unified Development Ordinance
and citywide Zoning Map to begin implementing new General Plan policies.
The Unified Development Ordinance will serve two purposes, the first being to
centralize the Zoning, Subdivision,. Grading and other development related
ordinances into one development code. A second function- of the Unified
Development Ordinance is to implement the policies of the General Plan
relating to development standards. As a companion document to the Unified
Development Ordinance, the Zoning Map will bring the existing zoning into
conformance with the Santa Clarita General Plan land use map.
The City's Unified Development Ordinance and Zoning Map may change the
allowable uses and/or reduce the density allowed by the current zoning and
development standards. Properties throughout the City are subject to rezoning
for consistency with the adopted General Plan land use map designations and
densities as required by State Planning and Zoning Law.
NOTICE IS HEREBY GIVEN that public hearings on the Unified Development
Ordinance and Zoning Map and associated potential environmental impacts, if
any, will be conducted by the City of Santa Clarita. The Planning Commission
will consider these programs on Tuesday, November 5,. 1991 at 7:00 p.m. in the
City Council Chambers located at 23920 Valencia Boulevard, Santa Clarita,
91355. The City Council will consider these programs on Tuesday, December 10,
1991 at 6:30 p.m. in the City Council Chambers located at 23920 Valencia
Boulevard, Santa Clarita, 91355.
At the public hearings, property owners and interested citizens will have the
opportunity to provide testimony to- the City Council on the Unified
Development Ordinance and Zoning Map. If you wish to challenge the adoption
of the proposed Unified Development Ordinance and Zoning Map, you .may be
limited to raising only those issues you or someone else raised at the public
hearings described in this notice, or in written correspondence delivered to
the Planning Commission or City Council, at, or prior to, the public hearings.
The proposed Unified Development Ordinance, Zoning .Map, and environmental
documentation will be available for .review at the City Hall in the Community
Development Department, 23920 Valencia Boulevard, Suite 302, Santa Clarita, CA
91355 twenty-one days prior to the public hearings. The Unified Development
Ordinance and environmental documentation will also be available for review
twenty-one days prior to the hearings at the Valencia Library, 23743 Valencia
Boulevard, Santa Clarita, CA 91355.
