HarrisTldnili o DATE: January 28, 1992 SUBJECT: Planning and Zoning Designations in the vicinity of Lyons Avenue and San Fernando Road DEPARTMENT: Community Development BACKGROUND: In connection with deliberations on the General Plan, the matter of designation of property east of the intersection of Lyons Avenue and San Fernando Road was discussed. At the conclusion of deliberations, it was determined to temporarily retain the previously proposed designation of RL (Residential Low Density Zone, midpoint density of 2.2 units per acre) in that area pending further decisions on the future alignment of the extension of Lyons Avenue. At that time, industrial and/or commercial designations would be considered. On November 26, 1991, the City Council considered and gave tentative approval to the Lyons Avenue alignment pending preparation of final documentation precisely delineating the centerline and right-of-way limits. With that decision having been made, it is now appropriate to follow up on Council direction that the area be studied to determine appropriate General Plan designations -and corollary zoning. Since the Planning Commission is currently considering the proposed Unified Development Code, including a new City Zoning Map to bring zoning into conformance with the General Plan, it would appear appropriate to consider the zoning of this area at this time. PYA941-MAN 17.VWI131 1) That the Community Development Department prepare a study of the area in the vicinity of the extension of Lyons Avenue, east of San Fernando Road, upon completion of the Lyons Avenue alignment studies; and 2) that the Planning Commission*consider industrial and/or commercial zoning in. conjunction with the public hearing now in process on the Unified Development Code and Zoning Map and forward its recommendation to the City Council.
