HomeMy WebLinkAbout1992-04-21 - AGENDA REPORTS - POLICY I 7 TIME COUNCIL MTG (2)CONSENT CALENDAR DATE: April 21, 1992 AGENDA REPORT City Manager Approval Item to be presented y: Ken Pulskamp SUBJECT: Policy I-7 Setting Time of Adjournment for City'Council Meeting DEPARTMENT: City Manager's Office BACKGROUND This item is on the agenda for consideration of a City Council Policy regarding adjournment of City Council Meetings. at 11:30 p.m. This policy has been prepared as a result of the recent City Council Team Building Session in which the Council specified the need to adjourn meetings at a reasonable hour. In addition to adjourning at a reasonable hour, this policy will allow the City the ability to reduce costs allocated for security, as well as air conditioning and electricity, by approximately four (4) hours, or Four Hundred and Twenty Two Dollars ($422.00) per month. RECOMMENDATION That the City Council adopt Policy I-7 specifying time and procedures regarding adjournment of Council meetings at 11:30 p.m. ATTACHMENT Policy I-7 Adopted: --a TMM:ldd:582 Agenda Item: A/ 1 Policy I-7 I. Purpose The purpose of this policy is to formally set time of.adjournment of City Council Meetings at 11:30 p.m. In addition, this policy will allow all meetings to be conducted in a businesslike manner and ensure that decisions are given proper time for consideration at a reasonable hour to prevent fatigue. This policy is consistent with that presently used by the Planning Commission. II. Policy It is the declared policy of the City Council to adjourn all City Council meetings at or before 11:30 p.m. In no case shall any meeting of boards and/or commissions continue after 12 midnight. In order to ensure that this hour is not exceeded, the following procedure shall be followed. III. Procedure A. The City Council shall review remaining items on the agenda at 10:00 p.m. in order to potentially adjust the agenda to consider items of immediate concern. Prior to the break, the Mayor shall indicate the potential for not completing the agenda and request that the applicants discuss with the City Manager and City Clerk their continuing an item to the next regularly scheduled meeting. B. The City Council shall not begin consideration of a new item at or after 11:00 p.m. C. The City Council shall continue all unfinished items to the next regularly scheduled Council meeting for consideration. IV. Exceptions Exceptions to this policy are permitted upon a 4/5 vote of the Council, commission or board. V. Authority Adopted by the City Council April 21, 1992. Approved by: Jill Klajic Mayor
