HomeMy WebLinkAbout1992-12-08 - AGENDA REPORTS - PR&CS REGISTRATION RESID (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: AGENDA REPORT City Manager Approval Item to be presented fiy: Rick Putnam DECEMBER 8, 1992 IMPLEMENTATION OF PRIORITY REGISTRATION FOR RECREATION PROGRAMS FOR RESIDENTS PARKS AND RECREATION BACKGROUND At its meeting of November 5, 1992, the Parks and Recreation_ Commission. voted unanimously to recommend a policy of priority registration for residents, as well as the implementation of a registration fee surcharge for non-residents' participating in City -sponsored recreation programs. The policy considered by the Commission (attached) provides a system to ensure that residents are afforded the opportunity to register for programs prior .to non-residents, thus reducing -the potential of being placed on a waiting list. In addition, the policy outlines a methodology for assessing a surcharge to non-residents participating in City -funded programs. The concept of an additional surcharge has been reviewed in the context of the MSI Fee Study. As explained at .the November 5, 1992, Parks and Recreation Commission meeting, each program area fee must be within the fully allocated rate or within the true cost to provide such service. It has been verified that the .$10 surcharge recommended is well within the limits of the MSI Fee Study, and can be applied to all appropriate programs and services currently provided by the Parks and Recreation Department for which a fee is charged. RECOMMENDATION It is recommended that the City Council review and approve the policy pertaining to resident priority registration and the non-resident .registration surcharge. PURPOSE AND SCOPE The purpose of this policy is to provide for priority registration for residents utilizing the programs presently provided through the .Recreation Division. The policy addresses two components of the priority registration.. 1. Implementation of a surcharge for non-residents not presently contributing to the revenue base of the City at a rate consistent with that of residents. 0 2. Providing a registration period prior to that of non-residents. .II. GENERAL The City of Santa Clarita. provides quality service to residents and non-residents alike. However, recognizing that the residents of the community share a greater burden in payment of fees and taxes which comprise the City's revenue base and. offset the cost of recreational programming, it is the policy of the City to offer residents an .optimum opportunity to participate in such programs. III. A. PROCEDURE - Surcharge Per Article 4 of the California State Constitution, cities are authorized to recover fees in an amount' up to but not exceeding the total cost of providing a service.. However, due to the fact that residents pay property tax; other per capita taxes, and fees; it is acceptable to place a surcharge on non-residents. This surcharge must, however, remain within the total cost to provide service of each of the individual programs. A surcharge of $10 will be assessed (where applicable) on all non-residents participating in recreational programs. This surcharge shall not apply to programs within the scholarship program nor the free safety swimming program.- B. rograma B. PROCEDURE - Priority Registration Prior to the initiation of general registration, residents of the City of Santa Clarita will be afforded the opportunity to participate in a priority mail -in registration period one week prior to. general registration. All mail with the return address within the incorporated City limits shall be processed. Staff will verify that all addresses are within the City limits, and notify others not residing within the City limits that their registration will not be processed until the first date of "general" registration. The procedure for mail -in registration shall be as follows: 1. Recreational brochures mailed to various communities announcing registration dates for residents and non-residents. Map within brochures will clearly outline boundaries to assist in determining residency: 2. Residents will be asked to show copy of utility billing for City address verification. 3. Once verification has been received, residency will be permanently on record with the City. 4. Non-residents will receive a non -residency designation in computer system. 5. Non-residents shall be assessed a $10 surcharge on programs. IV. EXCEPTIONS TO THIS POLICY INCLUDE: 1. Non-residents requiring scholarship to participate in programs. 2. Team sports programs in which 60Z are City residents. (Example: 6 residents & 4 non-residents - no surcharge 5 residents & 5 non-residents - $10 per non-resident player charged) V. AUTHORITY This policy is authorized by the City Manager. Signature
