BACKGROUND

The William S. Hart Union High School District has contacted the City requesting
support for increased accessibility to the new junior high school which the
school district is slated to construct in the eastern portion of the City.
The new junior high school will be located near the intersection of May Way and
Via Princessa. The site is presently accessible via Rainbow Glen. Drive and
adjacent residential streets. Construction of the Via Princessa - Whites Canyon
Road connection will provide primary arterial access to the new school. Los
Angeles County is. the lead agency for the three phase road construction
project. Phase I, construction of the Whites Canyon Bridge over the Santa Clara
River, and Phase II, relocation of the Southern Pacific Railroad tracks have
both been completed. The technical work for Phase III of the project,
construction of the roadway, bridge over the railroad and final right-of-way
acquisition, is near completion.
Phase III will cost approximately $15.0 million. The County of Los Angeles
presently anticipates an $8.5 million shortfall which will delay advertisement
of the project for construction until such time as funding is secured. The
County of Los Angeles Public Works Department is seeking to identify possible
sources for the remaining money. The Santa Clarita City Council has previously
committed $1,000,000 in Bridge and Thoroughfare District funds for the project.
Los Angeles County is committed to obtaining a secure funding source for the.
residual $7.5 million.
The most expeditious option for Los Angeles County to fulfill the commitment
appears to be Board of Supervisor authorization for a loan to the County
Department of Public Works from another department. Resolution 92-89 is a joint
resolution between the Santa Clarita City Council and the Board of Trustees of
the William S. Hart Union High School District requesting that the Los Angeles
County Board*of Supervisors obtain immediate funding to facilitate construction
and schedule the project to as closely as possible coincide with the junior high
school construction, currently slated for completion in September, 1993.

The William S. Hart Union High School District Board of Trustees will consider
the joint resolution at their May 13, 1992 regular meeting.
Adopt Resolution 92-89 and transmit a certified copy to, the Board of Trustees of
the William S. Hart Union High School District. A certified 'Copy of the. joint
resolution, upon approval of both jurisdictions, shall be transmitted to
Supervisor Antonovich and the other Members of the Los Angeles County Board of
Supervisors.

A JOINT RESOLUTION. OF THE
CITY COUNCIL OF THE CITY OF SANTA CLARITA
AND THE BOARD OF TRUSTEES OF THE
WILLIAM S. HART UNION HIGH SCHOOL DISTRICT
REQUESTING THAT THE COUNTY OF LOS ANGELES
BOARD OF SUPERVISORS CAUSE THE VIA PRINCESSA-
WHITES CANYON ROAD PROJECT TO BE COMPLETED
AT THE EARLIEST POSSIBLE DATE
WHEREAS, the William S. Hart Union High School District is proposing to
construct a new junior high school'which will serve residents of the City of Santa
Clarita; and
WHEREAS, the school site is currently accessible only through a single
residential neighborhood ingress; and
VHEREAS, the County of Los Angeles is the lead agency responsible for
construction of the Via Princessa - Whites Canyon Road project which will provide
arterial access to the new school site; and
WHEREAS, the school project and road project will take approximately the
same period of time to construct; and
VHEREAS,'completion of the new school will provide the William S. Hart
Union High School District with needed additional facility capacity; and
WHEREAS, traffic circulation patterns in the vicinity of the school
property will be .improved, particularly on adjacent neighborhood streets, through
completion of the Via Princessa - Whites Canyon Road connection; and
WHEREAS; completion of the road project is predicated upon procurement
of an additional $7.5 million in secure funding by the County of Los Angeles; and
WHEREAS, the County of Los Angeles .is presently exploring available
funding options for the road project;
NOV, ; THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA AND THE
BOARD OF TRUSTEES OF THE WILLIAM S. HART UNION HIGH SCHOOL DISTRICT DO HEREBY
RESOLVE AS FOLLOWS:
Section 1. The Board of Supervisors of Los Angeles County -is requested
to undertake every appropriate action to secure the remaining funding for the Via
Princessa - Whites Canyon Road connection project within the earliest possible
time frame.

Section 2. The Board of Supervisors of Los Angeles County is requested
to direct the Los Angeles County Department of Public Works to schedule the
project's construction and completion as closely as practical to coincide with the
completion of the new junior high school.
Section 3. The City Council of the City of Santa Clarita and the Board
of Trustees of the William S. Hart Union High School District appreciate the
dedication to earlier phases of the project by the elected officials and staff of
Los Angeles County.
Section A. That a certified copy of this joint resolution be
transmitted to Supervisor Michael D. Antonovich and the other Members of the Los
Angeles County Board of Supervisors for their appropriate action.
(Certification and roll call forms of each jurisdiction shall be transmitted to
the other for attachment to each party's copy of the joint resolution.)
