HomeMy WebLinkAbout1992-03-24 - AGENDA REPORTS - PROPOSED POWER CENTER (2)AGENDA REPORT City Manager App Item to be prese NEW BUSINESS DATE: March 24, 1992 SUBJECT: Proposed "Power Center" West of I-5 between Lyons Avenue and McBean Parkway DEPARTMENT: Community Development BACKGROUND Recently, the Signal printed a press release concerning a major commercial "power center" proposed for a site located west of Interstate 5 and between Lyons Avenue and McBean Parkway (vicinity map attached). Staff has been requested to -investigate the status of this project, and to report to Council concerning its implications to the City. The following is a summary of the proposed project, as obtained from the Newhall Land and Farming Co. (owner of. the site), and Riley/Pearlman Co. of Los Angeles (project applicant): Size of Project: 700,000 square feet of commercial uses on 84 -acre site (large-scale commercial "power center" tenants are being solicited, but none have been specifically identified.) Status/Entitlements Requested: No application has been filed yet, nor are site plans complete, but the applicant anticipates filing soon. Entitlements are anticipated to be a zone change (a portion of the project is already zoned for commercial uses), parcel map, conditional use permit, and oak tree permit. The applicant is anticipating the preparation of an Environmental Impact Report; the applicant's biologist is currently. preparing the biota report, which will identify the number of oak trees on the property. Potential Jobs Created: 2,000, in addition to construction and part-time jobs. ANALYSIS This project could present both advantages and disadvantages to the City. Advantages include the number of jobs created, greater retention of consumer dollars spent. in the Santa Clarita Valley (albeit in the County, not the City), associated travel to the regional mall, and greater regional identification of the City of Santa Clarita and the Santa Clarita Valley in general. On the other hand, the project could .be perceived as a financial "drain" on the City, and as a potential economic base for a future city. Traffic, biota and grading impacts may also be cause for concern. RECOMMENDATION Receive report, discuss and direct staff to monitor project development, and to report back to Council as the application proceeds through County review.
