Prior to this time only senior and disabled customers could use dial -a - ride except on weekday evenings when the general public could also ride. Current practice is to dedicate two vans for general public use and up to six vans for senior and disabled use. The analysis of the dial -a -ride service conducted by Arroyo Seco Associates indicated that despite a significant increase in service hours, ridership only grew at a fraction of this increase resulting in a doubling of the cost per passenger carried. At the same time many senior and disabled customers are finding it difficult to make reservations at peak travel times because of inadequate capacity. If general public dial -a -ride service were limited to evening hours when local fixed route buses do not operate and senior and disables customer demand is minimal to non-existent, resources can be reallocated to provide additional senior and disabled dial -a -ride service during peak travel times and to reduce overall dial -a -ride service hours during non -peak times to improve system productivity. This would represent reverting to the level of service provided prior to city assumption of the dial -a -ride contract. Currently there are about 600 general public users of dial -a -ride per month. This represents 13 % of all dial -a -ride users. However 25 % of all dial -a -ride vehicle hours are dedicated to general public service. Staff is proposing to limit general public use of dial -a -ride vans to the hours of 6PM to 10:30PM Mondays through Fridays only. During these hours most dial -a -ride users are general public customers and local fixed route service is generally not available as an alternative as it is during the daytime hours. Dial -a -ride service for seniors (60 years of age and older) and disabled will continue to be available at the same hours as at present; Weekdays 6:OOAM to 10:30PM and.Saturdays 9:00AM to 5:00PM.
