HomeMy WebLinkAbout1992-02-11 - AGENDA REPORTS - REGS XV TRIP REDUCTION PLAN (2)R City Manager Item to be pre; John Medina CONSENT CALENDER DATE: February 11, 1992 SUBJECT: REGULATIO XV: APPROVED TRIP REDUCTION PLAN DEPARTMENT: Public Work At its November 12, 1991 meeting, City Council directed staff to bring back an implemented Regulation XV Trip Reduction Plan (TRP). The City's TRP was approved by the South Coast Air Quality Management District on January 8, 1992, and is designed to promote improved air quality in the Santa Clarita Valley by encouraging ridesharing. The City submitted its TRP on November 20, 1991 to the SCAQMD for review and approval. The plan included the following goals and accomplishments the City will be embarking upon in the next year: I. The City and its employees are now members of the Santa Clarita Transit Management Association (SCVTMA). The SCVTMA will assist employees in the coordination of car/vanpool formation 2. Staff will fund the City's Regulation XV Incentive Programs through money received from Assembly Bill 2766, The Clean Air Act, thereby eliminating dependence upon the General Fund for funding. 3. The City will site a Transportation Information Center to provide rideshare information to both City employees and residents alike. 4. The City is in receipt of an AQMD radio, mandated by Regulation XV, which monitors AQMD smog alert broadcasts. Agenh Item: Regulation XV: Approved Trip Reduction Plan February 11, 1992 Page 2 5. The City's recently adopted 9/80 work schedule is the cornerstone to the City's TRP. This work schedule alone will decrease approximately 53 of the necessary 78 weekly employee vehicle trips to City Hall between the hours of 6:00-10:00 a.m., while in no way decreasing the level of service residents have come to expect at City Hall. Additional goals to be achieved by January 8, 1993, as identified within the TRP, are in the process of being implemented. Some of these programs include: 1) The development of an employee rideshare handbook; 2) the development of informational brochures and flyers; 3) The continued coordinated efforts between the - City and sheriffs' department to provide recovered, stolen bicycles to City employees; 4) designation of car and vanpool preferential parking at the City Hall site; and 5) Discounted employee monthly bus passes.
