SUBJECT: Resolution No. 92-202, Making Findings on Written Protest and
Approving & Ordering Annexation No. 1990-04 ("Arklin Annexation",
Master Case No. 90-244)

BACKGROUND
The proposal is for a resolution to be adopted by the City Council to approve findings on written
protests and to approve and order Annexation No. 1990.04 (the "Arklin Annexation"). Annexation
No. 1990.04 is a modified proposal to annex approximately 44 acres of uninhabited land located in
the Sand Canyon area southeast of the existing City limits, south of Iron Canyon Road, east of the
eastern terminus of the proposed alignment for Warmsprtngs Drive, and north and west of the
Angeles National Forest boundary. (See attached map.)
The resolution states the direction given to Council by the LAFCO to proceed with a duly noticed
public hearing, and sets forth the reasons for the annexation, terms and conditions established for
the annexation by the LAFCO, exhibits Identifying the site, and other required recitals.
ANALYSIS
Annexation was Initiated by the City on behalf of the property owners within the area in order to
form a more logical City boundary. There are no known persons or organizations opposed to this
proposal, as amended from the original proposal by the LAFCO on September 9, 1992.
The City Council adopted a Resolution of Application (Resolution No. 91-37) for this proposal on
March 12,1991, requesting that the LAFCO Initiate annexation proceedings. Additionally, on March
12, 1991, the City Council adopted Ordinance No. 91-15, approving Prezone No. 90.004 to the City
A-1-2 classification and adopting related environmental documents. Annexation No. 1990-04 was
submitted to the LAFCO for processing on April 16,1991. The LAFCO chose to delay taking action
on the application until after consideration of the City's request for a Sphere of Influence
amendment on January 22,1992. On July 14,1992, the City Council adopted Resolution No. 92-140,
a joint resolution with the County of Los Angeles regarding property tax transfer. In September 9,
1992, the LAFCO approved this annexation with the condition that the parcel (56.39 acres) owned
by Hank Arklin be deleted from the original proposal. On October 13, 1992, the City Council
adopted an amended resolution for the joint negotiated property tax transfer, Resolution No. 92-192,
rescinding Resolution No. 92.140, previously adopted July 14, 1992.
Resolution No..92.202 represents the final action to be taken by the City Council to complete
Annexation No. 1990-04; upon adoption, the resolution will be forwarded to the LAFCO for review

and certification, and the annexation will be recorded with the State Board of Equalization within
15-30 days. The date of recordation typically serves as the effective date of completion of
annexation proceedings.
Because Annexation No. 1990-04 Is defined as "uninhabited", only property owners may protest.
By State Law, the City Council must approve the annexation if protests are filed by less than 50
percent of the property owners who own less than 50 percent of the total assessed value of land
within the territory. If the percentage of opposition Is above 50 percent, the City Council must
deny the annexation. Because Annexation No. 1990-04 Is under single ownership, the City Council
must approve the annexation if the owner does not protest.
1. Adopt Resolution No. 92-202, making findings regarding written protest.
2. If the hearing results Insufficient written protest and the annexation is approved, then direct
staff to transmit Resolution No. 92-202 and appropriate fees to the LAFCO for final review and
certification.

NOTICE OF PUBLIC HEARING TO CONSIDER
ANNEXATION TO THE CITY OF SANTA CLARITA OF THAT
UNINHABITED TERRITORY IDENTIFIED AS
ANNEXATION NO. 1990-04, GENERALLY
LOCATED IN THE SAND CANYON AREA,
SOUTHEAST OF THE EXISTING CITY LIMITS,
SOUTH OF IRON CANYON ROAD, EAST OF THE EASTERN TERMINUS
OF THE PROPOSED ALIGNMENT FOR WARMSPRINGS DRIVE,
NORTHANDWEST OF THE ANGELES NATIONAL FOREST BOUNDARY.
NOTICE IS HEREBY GIVEN:
Pursuant to Section 57025 of the Government Code, the City Council of the
City of Santa Clarita will hold a Public Hearing to consider annexation
to the City of Santa Clarita of that uninhabited territory identified as
Annexation No. 1990-04. The purpose of the hearing will be to receive
and consider written protest from owners of land within the proposed
annexation area.
The hearing will be held by, the City Council in the City Hall Chambers,
located at 23920 Valencia Boulevard, First Floor, Santa Clarita,
California, on November 10, 1992, at or after 6:30.p.m.
1. Proceedings for -the referenced proposal were initiated by the City of
Santa Clarita and submitted to the Local Agency Formation Commission
for Los Angeles County on April 16, 1991.
2. The uninhabited territory consists.. of approximately 44 acres, is
comprised of single ownership, and is generally located in the Sand
Canyon area, southeast of the existing City limits, south of Iron
Canyon Road, east of the eastern terminus of the proposed alignment
of Warmsprings Drive, and north and west of the Angeles National
Forest boundary.
3. The proposal shall be subject to all terms and conditions as
specified and imposed by Resolution No. 1992-49 adopted on September
9, 1992, by the Local Agency Formation Commission for Los Angeles
County and reference is hereby made to said resolution for a full and
complete description of the annexation and the terms and conditions.
4. The short -form designation of the proposal is Annexation No. 1990-04.
5. The reasons for the proposed annexation is to promote sound planning
and land use in the area, and to annex property within the City's
Sphere of Influence as amended by the Local Agency Formation
Commission on January 22, 1992.
6. Any owner of land within the territory who wishes to file a written
protest against Annexation No. 1990-04 must do so by written
communication filed with the City Clerk, which,must be filed at any
time prior to the conclusion of this hearing at the hcur.specified in
this notice for commencement of the hearing. Each written protest
must state whether it is made by a landowner in the area and must
indicatethe name and address of the owner of land affected and the
street address or other description sufficient to identify the
location of the land.
The proposal may be reviewed by the public at the City of Santa Clarita
Department of Community Development prior to .the Public Hearing of

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
MAKING FINDINGS THAT INSUFFICIENT WRITTEN PROTESTS
HAVE BEEN FILED AND APPROVING AND
ORDERING THE ANNEXATION OF
CERTAIN UNINHABITED TERRITORY DESIGNATED AS
"ANNEXATION NO. 1990-04"
TO THE CITY OF SANTA CLARITA.
WHEREAS, the Local Agency Formation Commission of the County of Los Angeles
adopted its resolution, making determinations and approving the proposed annexation to the City
of Santa Clarita of territory described In Exhibit A and mapped In Exhibit B attached hereto and by
this reference incorporated; and
WHEREAS, the Local Agency Formation Commission of the.County of Los Angeles has
directed the City of Santa Clarita to proceed with the annexation following a duly noticed public
hearing; and
WHEREAS, the City Clerk set Tuesday, November 10, 1992, at 6:30 p.m. in the Council
Chambers of the City Hall, 23920 Valencia Blvd., Ist Floor, Santa Clarita,.California, as the date, time,
and place for said hearing on the proposed annexation and the owner of land of the said territory
were duly Informed of their right to file a written protest against the annexation with the City Clerk
at any time prior to the conclusion of the hearing on the proposed annexation; and
WHEREAS, the public hearing was duly and regularly conducted by and before the City
Council at Its meeting of November 10, 1992; and
WHEREAS, the Local Agency Formation Commission approved this proposed annexation
subject to the condition that the subject territory also be annexed to the Consolidated Fire
Protection District; and
WHEREAS, the reason for this annexation is to promote sound planning and land use
practices in the affected territory; and
WHEREAS, the regular County assessment roll Is utilized by this City; and
WHEREAS, the affected territorywill not be taxed for existing bonded indebtedness of this
City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarita,
California, as follows:
SECTION 1. The City Council hereby declares said territory Is found to be uninhabited and
a legal description of the boundaries of the annexation Is set forth in Exhibit A and a map of the
boundaries Is set forth in Exhibit B, attached hereto and made a part hereof.
SECTION 2. In accordance with Section 57075 of the Government Code, it is hereby found
that written protests, if any, have been filed and not withdrawn by less than 50% of property owners
owning less than 50% of the total assessed value of land within the territory.

SECTION 3. The City Council hereby orders the territory described In Exhibits A and B
annexed and directs the City Clerk to transmit elght.(8) certified copies of this resolution with
applicable fees required by Section 54902.5 of the Government Code to the Executive Officer of the
Local Agency Formation Commission of Los Angeles County.
SECTION 4. The City Clerk shall certify to the adoption of this resolution and certify this
record to be a full, true, correct copy of the action taken.
