HomeMy WebLinkAbout1992-06-23 - AGENDA REPORTS - RESO 92-106 FOUR WAY STOP (2)AGENDA REPORT City Manager Item to be presented CONSENT CALENDAR DATE: June 23, 1992 SUBJECT: 15TH STREET AND NEWHALL AVENUE FOUR-WAY STOP.CONTROLS Resolution Number: 92-106 DEPARTMENT: Community Development BACKGROUND As part of approved Conditional Use Permit (CUP) #89-004 for the Boys and Girls Club, the four-way stop and related street striping at the 15th Street and Newhall Avenue intersection was to be installed prior to occupancy. The four-way stop installation is to be approved by the City Council prior to installation. Per the above requirement, the Traffic Engineering staff has completed a study of traffic conditions at 15th Street and Newhall Avenue. The results indicate that traffic flow .and safety can be enhanced by making the intersection a four-way stop. These determinations are based on existing intersection traffic conditions, plus project trip rates generated by the new.Boys and Girls Club facility. The projected traffic volumes for the intersection are shown -as part of the traffic analysis. The aquatic facilities of the Boys and Girls Club will be open on June 24, 1992, and the rest of the facilities are scheduled to open by.the end of July 1992. The installation of the four-way stop at 15th Street and Newhall Avenue will be coordinated with the opening of the aquatic facilities. Adopt Resolution No. 92-106, and direct staff to take appropriate measures to implement this action. THEREFORE, the City Council of the City of Santa Clarita does resolve as follows: Section 1. That the. intersection of 15th Street and Newhall Avenue is designated as a four-way stop intersection. - Section 2. That the four-way stop designation as provided herein shall apply when appropriate signs and pavement markings, giving adequate notice thereof have been placed as described in Section 1. Section 3. VICINITY MAP Not to Scale City of Santa Clarita TRAFFIC STUDY DATE: February 28, 1989 SUBJECT: Newhall Avenue/15th Street - Four -Way Stop INITIATED BY: Ed Cline, Traffic Engineer BACKGROUND A four-way stop installation study was done at the intersection of Newhall Avenue and 15th Street using two scenarios., First, the study was done using existing conditions, then it was done using projected traffic volumes from a proposed new Boy/Girls Club facility. The results are as follows: Under the first scenario (existing conditions), the criteria for installing a four-way stop could not be met. Traffic volumes on 15th Street are not high enough to"justify stopping traffic flow on Newhall Avenue. Also, there is no history in the past three years of traffic accidents that can be attributed to lack of right-of-way assignment at this intersection. Pedestrian traffic is also too light to justify a four-way stop. Under the second scenario, three assumptions were made regarding projected traffic volumes. First, the ingress/egress access for the proposed Boys/Girls Club would be changed to align opposite of 15th Street. Second, the two existing bus driveways on Newhall Avenue would be closed with the proposed change to school parking; and finally, school traffic would also use the same access road as the proposed Boys/Girls Club. The attached figure shows projected traffic volumes for the intersection using the second scenario. Using trip generation rates for the Boys/Girls Club and the school, the -traffic volume criteria for a four-way stop installation are met. This is due to the traffic generated from the Boys/Girls Club and the student/staff parking facility. RECOMMENDATION The four-way stop control at Newhall Avenue and 15th Street should only be installed if the improvements discussed above are constructed. DLS:450
