SUBJECT: Resolution No. 92-130, A Resolution of Application for
Annexation No. 1990-06 ("Copperhill Annexation", Master
Case No. 90-255)
DEPARTMENT: Community Development
BACKGROUND
The proposal is for "Resolution of Application" to be adopted by the
City Council for Annexation No. 1990-06 (the "Copperhill Annexation"),
consisting of 210 acres of inhabited land (720 units) located northeast
of the existing City limits, east and west of Haskell Canyon Road, south
of Copperhill Drive, and east of the. Los Angeles Aqueduct. The
resolution constitutes a formal request to the Local Agency Formation
Commission (LAFCO) that it initiate annexation proceedings, and sets
forth applicable Government- Code sections, reasons for the annexation,
exhibits identifying the site, and other required information. The City
of Santa Clarita is the applicant for this.annexation.
ANALYSIS
The Copperhill Annexation Group, a neighborhood committee, has gathered
signatures in support of annexation from residents representing 66% of
the total units. There are no known persons or organizations opposed to
this proposal.
Based upon a 6% share of the property tax, the results of the fiscal
impact study prepared for the proposed annexation indicate a negative
fiscal impact to the City of approximately $40,092 annually. The study
also indicated that the City would break-even with an annual 8.2% share
of the general property tax received over a ten year period. It is
staff's intent to negotiate for the 8.22 share of the general property
tax.
On May 26, 1992, the City Council approved Resolution No. 92-95, a.
resolution to the LAFCO requesting a minor amendment to the City's Sphere
of Influence for the proposed annexation. The amendment to the City's
Sphere of Influence was approved by the LAFCO on July 8, 1992.'
On June 2, 1992, the Planning Commission adopted Resolution No. P92-20
recommending approval of Prezone 90-006 to the City Council and
recommending that City Council adopt the Negative Declaration prepared

for this project. On tonight's agenda, the City Council is also
scheduled to consider adoption of Resolution No. 92-129, certifying the
Negative Declaration with .the finding that related Prezone No. 90-006
would not have a significant effect on the environment approval of
Prezone No. 90-006; and introduction of ordinance No. 92-13 for Prezone .
No. 90-006, waiving its further reading, and passing it to second reading.
Subsequent actions to be considered by the City Council include adoption
of a joint resolution with the County of Los Angeles regarding property
tax transfer, and adoption of a resolution ,approving and ordering the
annexation of project area.
RECOMMENDATION
Adopt and approve the Resolution of Application for Annexation No.
1990-06, and direct staff to transmit the resolution, application and
appropriate fees to the Executive Officer of the LAFCO.

A RESOLUTION OF APPLICATION BY THE CITY COUNCIL
"OF THE CITY OF SANTA CLARITA, CALIFORNIA,
REgUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION
OF LOS ANGELES COUNTY INITIATE PROCEEDINGS FOR
THE PROPOSED ANNEXATION OF CERTAIN INHABITED TERRITORY
DESIGNATED AS "ANNEXATION NO. 1990-06"
TO THE CITY OF SANTA CLARITA
WHEREAS, the City of Santa Clarita desires to initiate proceedings
pursuant to the Cortese -Knox Local Government Reorganization Act of 1985
(Revised 1991), Division 3, commencing with Section 56000 of the California
Government Code, for annexation; and
WHEREAS, the territory proposed to be annexed is inhabited, and a
description of the boundaries is set forth in Exhibit A and a map of the
boundaries is set forth in Exhibit B, attached and by this reference
incorporated; and
WHEREAS, the short form designation of the proposal is Annexation No.
1990-06; and
WHEREAS, this proposal is consistent with the City of Santa Clarita's
Sphere of Influence as amended by the Local Agency Formation Commission on
July 8, 1992; and
WHEREAS, no terms or conditions are requested by the City or the
property owners at this time; and
WHEREAS, a majority of the resident property owners petitioned the
City Council to initiate proceedings for the proposed annexation; and
WHEREAS, the reasons for this proposed annexation are to respond to
the property owners' request for city services and local government oversight,
to expand and square up the City's boundaries, and to promote sound planning
and.land use practices in the affected territory; and
WHEREAS, the City Council of the City of Santa Clarita has considered
all evidence, oral and documentary, and is advised of the foregoing.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Santa Clarita, California, does hereby determine and find as follows:
SECTION 1. This Resolution of Application is hereby adopted. by the
City Council, and the Local. Agency Formation Commission of the County of Los ,
Angeles is hereby requested to initiate proceedings for the annexation of that
territory described in Exhibit A and mapped in Exhibit B, which Exhibits are
incorporated by this reference, according to the terms and conditions stated
above, and in the manner provided by the Cortese -Knox Local Government
Reorganization Act of 1985 (Revised 1991).

SECTION 2. The. City Council hereby directs and authorizes the City
Clerk of the City of Santa Clarita to forward a certifiedcopyof this
resolution with applicable fees and other information.as required by Section
56383 of the Government Code to the Executive Officer of the Local Agency
Formation Commission of Los Angeles County.
SECTION 3. The City Clerk shall certify to the adoption of this
resolution and certify this record to be a full, true, correct copy of the
action taken.
