SUBJECT: Flood Hazard Mitigation Plan.
Resolution No. 92-132

BACKGROUND:
As a result of heavy rains in Southern California during the Winter of 1992,
a Presidential disaster declaration was issued for the counties. of Kern, Los
Angeles, Orange, San Bernardino and Ventura Counties on February 25, 1992.
This declaration was a necessary preliminary action to allow counties and
local jurisdictions to apply for and receive Federal disaster aid funding.
Subsequently, the State of California, counties and local governments have
been required by the Robert T. Stafford Disaster Relief and Emergency Act, to
develop and maintain a program to identify recurring flood hazard areas,
monitor changes in flooding, and to. implement long-term flood hazard
mitigation measures. In this 'regard, the State is required to develop a
Flood Hazard Mitigation Plan by August 22, 1992. Correspondingly, local
governments are required to develop a local annex plan for inclusion in the
State Flood Hazard Mitigation Plan.
FLOOD HAZARD MITIGATION PLAN:
In response, Community Development staff has prepared a City Flood Hazard
Mitigation Plan, available for review at the City Clerk's office. The Flood
Hazard Mitigation Plan is an organized management tool for flood hazard
mitigation planning within the City. It will enable the City to apply for
Federal disaster funds for flood control facilities and remedial work. The
Plan identifies and prioritizes twenty-nine (29) projects which.. will
substantially reduce or eliminate flood or mudflow hazards. Three basic
types of projects are identified: Drainage improvement projects identified
in the City's five year Capital Improvement Program, road improvements
identified within the Capital Improvement Program, and mudflow or geologic
hazard areas. A copy of the Table of Contents is attached.
Environmental review .of the City's proposed Flood Hazard Mitigation Plan
indicates that the Plan is Categorically exempt pursuant to the California
Environmental Quality Act ("CEQA"), Sections 15307 and 15308, actions taken
by regulatory agencies for the protection of natural resources and the
environment.
1. Adopt Resolution No. 92-132, approving the Categorical Exemption for the
project, and approving the City Flood Hazard Mitigation Plan.
2. Direct staff to submit the City Flood Hazard Mitigation Plan to the State
Office of Emergency Services for inclusion in the State Flood Hazard Plan.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
CERTIFYING THE CATEGORICAL EXEMPTION FOR
THE CITY FLOOD HAZARD MITIGATION PLAN
WHEREAS, THE. CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby make the following findings of
fact:
a. On February 25, 1992, a presidential declaration for public and
private disaster aid was made following the major flooding and damage
in the counties of Kern, Los Angeles, Orange, San Bernardino and
Ventura, in the State of California.
b. As a condition for receiving Federal disaster aid, Section 409 of the
Robert T. Stafford Disaster Relief and Emergency Act requires the
State, counties, and local governments, to develop and maintain a
program to identify flood hazards, monitor changes in flooding, and
to develop and implement measures for reducing recurring flood damage.
C. To comply with the Stafford Disaster Relief and Emergency Assistance
Act, the State of California is required to develop a hazard
mitigation plan for floods, and local jurisdictions are required to
prepare an annex plan to the State Flood Hazard Plan.
d. The City has developed a Flood Hazard.Mitigation Plan in accordance
with the Guidelines for The Development of Local Government Annexes
to the State Hazard Mitigation Plan, and intends to_use the Plan to
request Federal .funds to mitigate local recurring flood hazards
identified in the local plan.
e. The Flood Hazard Mitigation Plan is determined to. be a project per
the California Environmental Quality Act ("CEQA") and has been
reviewed pursuant to its provisions. The project is Categorically
Exempt per CEQA Sections 15307 and 15308 (Actions proposed by
Regulatory Agencies for Protection of Natural Resources and the
Environment).
SECTION 2. Based upon the above findings of fact and upon studies and
investigations made on behalf of the City Council, the City Council further
finds as follows:
a. At its meeting of July 14, 1992, the City Council considered the
staff report, and the Categorical Exemption prepared for the proposed
Flood Hazard Mitigation Plan.
b. Environmental review of the Plan indicates that it does not have the
potential to adversely effect the environment or resources under the
protection of the California Department of Fish and Game, and no
significant impacts are anticipated as a result of the approval and
implementation of the Flood Hazard Mitigation Plan.
c. Individual flood control improvement projects shall be subject to
additional CEQA review as they are planned; proposed, and constructed
in the future per standard City practices.
d. A Categorical Exemption has been prepared for the project based on
the California Environmental Quality Act Guidelines, Sections 15307
15308.
e. ANotice of Exemption will be posted with the office of the Los
Angeles County Clerk for a 30 day review period in compliance with
CEQA requirements.
SECTION 3. Based upon the foregoing facts and findings, the City Council
hereby determines that;
a. The Flood Hazard Mitigation Plan is consistent with the City's
General Plan, and other plans, policies, standards; and regulations
previously adopted by the City Council, and complies with the
requirements for local annexation plans to the State Flood. Hazard
Mitigation Plan.
b. The Flood Hazard Mitigation Plan will not have a significant impact
on the environment, or on resources under the protection of the
California Department of Fish and Game, and individual projects
.listed therein shall be reviewed individually as they are prepared in
the future.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa
Clarita, California as follows:
a. The City Council hereby approves the Categorical Exemption prepared
for the project.
b. The City Council hereby approves the Flood Hazard Mitigation Plan in
compliance with the Robert T. Stafford Disaster Relief and Emergency
Assistance Act, Public Law 93-288.
