Harris y!j2� CONSENT CALENDER DATE: July 14, 1992 SUBJECT: Resolution No. 92-134, A Resolution to the Local Agency Formation Commission (LAFCO) Requesting a Minor Amendment to the City's Sphere of Influence for Annexation No. 1990-11 ("Vista DelCanonAnnexation", Master Case No. 90-199) DEPARTMENT: Community Development BACKGROUND Resolution No. 92-134 is a request to amend the City 's Sphere of Influence for proposed Annexation No. 1990-11. Generally known as the Vista Del Canon area, the project site is a "County island" consisting of approximately 18.9 acres of inhabited land (proposed buildout of approximately 360 units) located south of Sierra Highway, Vista Del Canon, and Via Princessa. The. proposed sphere of influence amendment', the first step in the annexation process, has been.initiated at the request of area residents. Section 56848.5 of the Cortese -Knox Local Government Reorganization Act states that no proceedings for an inhabited annexation may be. initiated, by a City of over 100,000 residents in a County of over 4,000,000 people, unless the proposal is consistent with the approved sphere of influence. Resolution 92-134 constitutes a formal request to the Local Agency Formation Commission to amend the City sphere of influence,. and sets forth applicable Government Code Sections, reasons for the amendment, exhibits identifying the area, and other pertinent information. It is anticipated that LAFCO will act upon this request within the next 6 to 8 weeks. ANALYSIS The project site is a "County island" created by the Price Club annexation. The Developer of the site, The Anden Group, has assisted in efforts to gather resident support. On June, 3, 1992, the Vista Del Canon Homeowner's Association agreed to the annexation. There is expected to be an incremental increase in the demand for City services as a result of this annexation. Typically, the cost of such services over the long-term are not offset by the property tax revenues received by the City for the .annexed residential property. In this situation, costs will likely be offset by the expected financial benefits from the Price Club annexation. Adopted: 2:±q Agada {tem: 1 The Planning Commission and the City Council previously approved the prezoning for the site on December 18, 1990, and February 26, 1991, respectively. Subsequent actions to be considered by the City. Council .include adoption of a resolution initiating annexation proceedings with the LAFCO, adoption of a joint resolution with the County of Los Angeles regarding property tax transfer, and adoption of a resolution approving and ordering the annexation of project area. RECOMMENDATION Adopt Resolution.No. 92-134, direct staff to transmit'a copy of the resolution with other supporting information, as necessary, to the Executive Officer of the LAFCO. ATTACHMENTS Resolution No. 92-134 Vicinity Map Exhibit A: Legal Description Exhibit B: Location Map ANNX:387 RESOLUTION NO. 92-134 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA,' REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY AMEND THE EXISTING SPHERE OF INFLUENCE FOR THE CITY OF SANTA CLARITA, AS PROPOSED BY THE CITY OF SANTA CLARITA FOR PROPOSED ANNEXATION NO. 1990-11 WHEREAS, the City of Santa Clarita has received requests to annex an area adjacent to the existing City boundary and the existing Sphere of Influence boundary; and WHEREAS, the City Council of the City of Santa Clarita desires to initiate annexation proceedings pursuant to the Cortese -Knox Local Government Reorganization Act (Revised 1991), Division 3, commencing with Section 56000 of the California Government Code; and WHEREAS, Section 56848.5 of the Cortese -Knox Local Government Reorganization Act states that no proceedings for an inhabited annexation may be initiated, by a City. of over 100,000 residents in a County of over 4,000;000 people, unless the proposal is consistent with the sphere .of influence of the affected city; and WHEREAS, the Local Agency Formation Commission of the County of Los Angeles adopted a Sphere of Influence for the City of Santa Clarita on January 22, 1992; and WHEREAS, the territory within this proposed amendment contains development of. an urban nature that is physically adjacent to, and economically and socially integrated, with the City of Santa Clarita; and WHEREAS, the territory within this proposed amendment to the Sphere of Influence is described in Exhibit A and mapped in Exhibit B, which are attached and incorporated herein by reference; and WHEREAS, this proposed amendment will enable the orderly growth and development in an areas adjacent to the City of Santa Clarita; and WHEREAS, this proposed amendment will coordinate property development standards and encourage timely provision of adequate and essential services such as streets, sewer, water, police and .fire protection,parks and recreation, flood control and solid waste disposal services; and WHEREAS, this proposed amendment will promote, assist and enhance property owners' ability to plan comprehensively, and with reasonable assurance, for the ultimate use and development of their lands; and WHEREAS, the City has adopted a comprehensive General Plan for the City and the surrounding territory that addresses the provision of a full range of urban services in areas containing development of an urban nature; and RESOLUTION NO. 92-134 Page 2 WHEREAS, the territory within this proposed amendment to the Sphere of Influence is entirely contained within the Planning Area of the General Plan for the City of Santa Clarita; and WHEREAS, the territory within this proposed amendment consists of. existing development of an urban nature; and WHEREAS, this proposed amendment will enable the City of Santa Clarita to provide the needed urban services; and WHEREAS, this proposed amendment will enable appropriate local government oversight, the expansion and squaring up of the City's boundaries, the exercise of sound planning and land'use practices, and respond to requests of local residents for annexation of the affected territory to the City of Santa Clarita; and WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and documentary, and is advised of the foregoing. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the. City of Santa Clarita, California; does hereby determine and find as follows: SECTION 1. This Resolution is hereby adopted by the City Council, and the Local Agency. Formation Commission of the County of Los Angeles is hereby requested to take proceedings for the amendment of the Sphere of Influence for the City of Santa Clarita as described in Exhibit A, mapped in Exhibit B and hereby incorporated reference, according to the terms and conditions stated above, and in the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1991). SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this resolution with applicable fees, if any, as required by Section 56383 of the Government Code to the Executive Officer of the Local Agency Formation Commission of Los Angeles County. SECTION 3. The City Clerk shall. certify to the adoption of this resolution and certify this record to be a full, true, correct copy of ,the, action taken.
