Home My WebLink About1992-05-26 - AGENDA REPORTS - RESO 92-85 BUILDER DISCOUNT (2)AGENDA REPORT City Manager Approval: 1 Item to be presented by:, Christine Trinkle� CONSENT CALENDAR DATE: May.26, 1992 SUBJECT: Resolution No. 92-85 ("Builder's Discount"), A Resolution of Application for Annexation No. 1992-01 DEPARTMENT: Community Development BACKGROUND The proposal is for a "Resolution of Application" to be adopted by the City Council for Annexation No. 1992-01 (the "Builder's Discount site") located west - of the existing City limits at the northwest corner of Newhall Ranch Road and Bouquet Canyon Road. The resolution constitutes a formal request to the Local Agency Formation Commission (LAFCO) that it initiate annexation proceedings, and sets forth applicable Government Code sections, reasons for the annexation, exhibits identifying the site, and other required information. The resolution also includes a request to amend the City's Sphere of Influence. Annexation No. 1992-01 is a proposal to annex approximately 7.8 acres of undeveloped land to the City of Santa Clarita having a frontage of 825 ft. on Newhall Ranch Road and a frontage of approximately 563 ft. on Bouquet Canyon Road. (See attached map.) The City of Santa Clarita is the applicant for this annexation. On December 4, 1992, the City of Santa Clarita and the property owner, The Newhall Land and Farming Company, agreed to a proposal which included, among other things, annexation to the City of Santa Clarita of the area commonly known as the "Builder's Discount site". There are no known persons or organizations opposed to this proposal , On March 17, 1992, the Planning Commission adopted Resolution No. 92-9 recommending approval of Prezone 92-001 to the City Council and recommending that City Council adopt the Negative Declaration prepared for this project. On today's agenda, the City Council is also scheduled to consider: adoption of. Resolution No. 92-85, certifying the Negative Declaration with the finding that related Prezone No. 92-001 would not have a significant effect on the environment; approval of Prezone No. 92-001; and introduction of Ordinance No. 92-9 for Prezone No. 92-001, waiving its further reading, and passing it to second reading. RECOMMENDATION Adopt and ,approve the Resolution of Application for Annexation No. 1992-01, -and direct staff to transmit the resolution, application and appropriate fees to the Executive Officer of the LAFCO. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita, California, does hereby determine and find as follows: SECTION 1. This Resolution of Application is hereby adopted by the City Council, and the Local Agency Formation a. Commission of the County of Los Angeles is hereby requested to take proceedings for the annexation of that territory described in Exhibit A and mapped in Exhibit B, which Exhibits are incorporated by this reference, according to the terms and conditions stated above, and in the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 -(Revised 1991). The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this resolution with applicable fees as required by -Section 56383 of the Government Code to the Executive Officer of the Local Agency Formation Commission of Los Angeles County.
