Generally known as the Copperhill area, the project consists of approximately .210 acres of inhabited land (721 units) located northeast of the existing City limits, west of Haskell Canyon Road, south of Copperhill Drive, and east of the Los Angeles Aqueduct. The proposed sphere of influence amendment, the first step in the annexation process, has been initiated at the request of area residents. Commission (LAFCO) Requesting a Minor Amendment to the City's Sphere of Influence for Annexation No. 1990-06 ("Copperhill Annexation", Master Case No. 90-255) Section 56848.5 of the Cortese -Knox Local Government Reorganization Act states that no proceedings for an inhabited annexation may be initiated, by a City of over 100,000 residents in a County of over 4,000,000 people, unless the proposal is consistent with the approved sphere of influence. Resolution 92-95 constitutes a formal request to the Local.Agency Formation Commission to amend the City sphere of influence, and sets forth applicable Government Code Sections, reasons for the amendment, exhibits identifying the area, and other pertinent information. It is anticipated that LAFCO will act upon this request within the next 6 to 8 weeks. ANALYSIS The Copperhill Annexation Group, a neighborhood committee, has gathered signatures in support of annexation from residents of 456 households, representing 63% of the total units. Only 23 of the households contacted (representing 32 of the total units) oppose annexation. The remaining property owners (representing 34Z of the total units) are either undecided, or have yet to be contacted by the.Copperhill Annexation Group. Adopted:5 4 Agenda Item: Based upon a.6X share of the property tax, the results of' the fiscal impact study prepared for the proposed annexation indicate a negative fiscal impact to the City of approximately $40,092 annually. The study also indicated that the City would break-even with an annual 8.22 share of the general property tax received over a ten year period. Subsequent actions to be considered by the City Council include approval of the related prezone and Negative Declaration, adoption of a resolution initiating annexation proceedings with the LAFCO, adoption of a joint resolution with the County. of Los Angeles regarding property tax transfer, and adoption of a resolution approving and ordering the annexation of project area. RECOMMENDATION Adopt Resolution No. 92-95, direct staff to transmit a copy of the resolution with other supporting information, as necessary, to the Executive Officer of the LAFCO.
