SUBJECT: RESOLUTION OF CONSENT FOR GRANT APPLICATION UNDER
AB471 (KATZ)

BACKGROUND
The AB471 established a Resource Agency Program for competitive grants in the
amount of ten million dollars ($10,000,000) annually from 1989 to 1999. This
program is administered by the California State Resource Agency.
Our City is eligible to apply for these grant funds for use in the"Santa Clara
River Corridor. The funds can be requested for several categories of
acquisition and development projects which apply to the Santa Clara River.
Application for these funds will be an annual occurrence with the fund request
category being updated to reflect our current needs for the River Corridor.
In the application criteria the City has an option (not required) to provide
matching funds and in kind contributions, providing these enhancements will
normally improve the competitiveness of the application. We will be including
as. in kind contribution the services of our Trail Coordinator and Park Planner.
An amount not to exceed $50,000 of matching funds per -grant application will be
considered and approved by George Caravalho, City Manager, prior to being
included in the application. These funds would be available from the 1991 City
Bond Funding for the.Santa Clara River Trail.
It is recommended that the City Council approve Resolution No. 92-27 supporting
the Environmental Enhancement and Mitigation Program.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
APPROVING THE APPLICATION FOR GRANT
FUNDS FOR THE ENVIRONMENTAL ENHANCEMENT AND MITIGATION PROGRAM
UNDER THE SECTION 164.56 OF THE STREETS AND HIGHWAYS CODE 1989,
FOR THE FOLLOWING PROJECT
SANTA CLARA RIVER CORRIDOR
WHEREAS, the Legislature of the State of California has enacted AB 471
(Chapter 106 of the.Statutes of 1989), which provides $10 million annually for
a period of 10 years for grant funds to local, state and federal agencies and
nonprofit entities for projects to enhance and mitigate the environmental
impacts of modified or new public transportation facilities; and
WHEREAS, the Resources Agency has established the procedures and criteria
for reviewing grant proposals and is required to submit to the California
Transportation Commission.a list of recommended projects from which the grant
recipients will be selected; and
WHEREAS; said procedures,: -and criteria established by the Resources Agency
require the applicant. ' to "certify by.'' ie' solution.. the approval`of application
before submission of said application to the State, and
WHEREAS, the appl.ication':,contains'° assurancesthat- the applicant must
comply with; and
WHEREAS, the applicant;; if .selected,, will enter into an agreement with
the State. of California •:'to. carrp..' out. .the -environmental enhancement and
mitigation project;
NOW, THEREFORE, BE IT. -RESOLVED that the Santa Clarita City Council hereby:
SECTION 1. Approves the filing of an application for the Environmental
Enhancement and Mitigation Program for grant assistance.
SECTION 2. Certifies that said applicant will make adequate provisions
for operation and maintenance of the project.
SECTION..3. Appoints Deputy City Manager, Parks and Recreation, Mr. Jeff
Bolin, as agent of the City of Santa Clarita to conduct all negotiations.

agreements, amendments, payment requests and so on, which may be necessary for
the completion of the aforementioned project.
