HomeMy WebLinkAbout1992-10-13 - AGENDA REPORTS - RESO FOR PROPOSITION 156 (2)AGENDA REPORT City Manager Appro Item to be presented • 51111 .- �1I M-1 DATE: October 13, 1992 SUBJECT: RESOLUTION OF SUPPORT FOR PROPOSITION 156 ON THE NOVEMBER 1992 BALLOT Resolution No. 92- 196 DEPARTMENT: Public Works BACKGROUND In 1989, the State legislature passed legislation to provide funding for transportation infrastructure throughout the state. A part of this legislative package was a plan to place three $1 billion bond issues on the State ballot. The first was placed on the ballot in June 1991 as Proposition 108 and was successful. The second bond issue will appear as Proposition 156 on the November 1992 ballot. Proposition 156 will fund a variety of light, heavy, commuter and intercity rail projects throughout the state. Without the 1990 bonds, Metrolink commuter rail service would not be starting later this month. Further improvements to Metrolink could be funded with the new 1992 bonds. Improvements to the San Diegan and San Joaquin intercity corridors, both of . which are being considered for extension to serve Santa Clarita, can also be funded from Proposition 156 bonds. Although local bus transit will not directly benefit from Proposition 156, the availability of funding for rail capital projects through. these bonds does indirectly free up more funds for bus transit. Pass Resolution No. 92196in support of Proposition 156 that appears on the California ballot in November 1992 and authorizes the sale of $1 billion in bonds for rail passenger capital improvements. RK:gmm bond.agn Adopted: Agenda Item: RESOLUTION NO. 92-196 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA SUPPORTING THE PASSAGE OF PROPOSITION 156 APPEARING ON THE STATE BALLOT NOVEMBER 3, 1992 WHEREAS, the State legislature placed three bond issues to fund rail improvements; one each to appear in June 1990, November 1992, and.November 1994; and WHEREAS, the June 1990 bond issue was passed by the electorate and enabled the expeditious opening of the Metrolink Commuter Rail Service to Santa Clarita and other communities; and WHEREAS, the November 1992 bond issue will appear on the ballot as Proposition 156; and WHEREAS, further improvements to Metrolink can be funded with these new bonds; and WHEREAS, improvements to the San Diegan and San Joaquin intercity rail corridors, both of which may be extended to serve Santa Clarita in the near future, could be funded with these bonds; and WHEREAS, the existence of these funds for rail capital improvements frees up other funds for bus transit improvements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarita to support the passage of Proposition 156. ATTEST: PASSED, APPROVED AND ADOPTED THIS day of , 1992.
