The maximum amount of $750,000 is available from the FY 1992/93 Funding Cycle. The purpose of the grant .is to improve safety and convenience for bicycle commuters. This grant application. targets bicyclists making a trip for transportation purposes, such as, travel to work, to school, for business or medical appointments, for shopping or other activity centers, rather than for exercise or recreational purposes. The City Council has identified a three year plan to construct a commuter bikeway within the City of Santa Clarita. . Staff recommends that funds* received from this grant be applied to the Santa Clarita River Bike Trail that will provide cross town travel from the eastern city limits to the western city limits, approximately 15 miles of commuter bikeways. This trail has been identified on both the Santa Clarita General Plan and the Los Angeles County General Plan, and is considered a Regional Trail. It is recommended that the City Council approve Resolution 92-201 authorizing 1992/93 Grant Application for Proposition 116 Funds. ATTACHMENT Resolution No. 92-201 Adopted: l PRCOUNC 186 Agenda item: RESOLUTION NO. 92-201 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FONDS FOR THE CLEAN AIR TRANSPORTATION IMPROVffiMENT ACT PROPOSITION 116 - 1992/93 BICYCLE PROGRAM SANTA CLARA RIVER COMMUTER BIKEWAY WHEREAS, Proposition 116 allocates $20 million to fund a program of competitive grants to local agencies for bicycle improvement projects and designates the California Transportation Commission as the state agency responsible for implementing the Proposition 116 Bicycle Program. WHEREAS, Proposition, 116 further requires that the California Transportation Commission adopt guidelines to implement this program and revise the guidelines annually, as necessary. WHEREAS, On August 13, 1992, the .California Transportation Commission adopted the revised Proposition 116 Bicycle Program Guidelines for the FY 1992-93 Funding Cycle. WHEREAS, the City of Santa Clarita desires to construct a bicycle commuter bikeway within the City utilizing funds available under Proposition 116 Bicycle Program Guidelines for the FY 1992-93 Funding Cycle. WHEREAS, the citizen involvement in the General Plan and River Study clearly show citizen support for such a project. NOW, THEREFORE, BE 'IT RESOLVED that the Santa Clarita City Council hereby: SECTION 1. Approves. the filing of an application for Proposition 116 Bicycle Program for the FY 1992-93 Funding Cycle for grant assistance in conformance with amended policy guidelines and application forms. SECTION 2. Certifies that said applicant will operate and maintain the project until at least 2012. SECTION 3. Appoints the Director of Parks and Recreation Department, as agent for the City of Santa Clarita to conduct all negotiations, execute and submit all documents, which may -be necessary for the completion of the aforementioned project. SECTION 4. Recognizes this "Santa Clara River Commuter Bikeway" as a Regional commuter bikeway with Regional significance. PASSED, APPROVED AND ADOPTED THIS _ day of 1992.
