SUBJECT: Ridgeline Preservation and Hillside Development Ordinance and
Guidelines Study Session.
BACKGROUND:
On February 11, 1992, the 'City Council adopted Resolution 92-21 approving the
Ridgeline Preservation and Hillside Development Guidelines. The City Council
further introduced Ordinance 92-3, waived further reading and passed the
ordinance to second reading.
On February 25, 1992, City Council postponed. second reading of Ordinance 92-3
(3-2), to conduct a study session on the Ridgeline Preservation and Hillside
Development Ordinance with the Planning Commission and all interested people.
Council indicated that the study session would allow the opportunity for
discussion of issues and a better understanding of how the ordinance works.
Notices have been mailed to all persons previously expressing an interest in
the ordinance. The study session has also been advertised -in the newspaper.
HIGHLIGHTS OF THE ORDINANCE:
The significant highlights of the draft ordinance and guidelines include: A 10
percent average slope designation for beginning application of the ordinance
regulations; a hillside plan review permit process; a slope .density formula
and corresponding density chart for determining the maximum density for
proposed development projects and an added exception allowing up to 70 percent
of the mid -point density for residential projects. In addition, the ordinance
and guidelines include numerous qualitative standards for landform grading,
retaining walls, landscaping, erosion control, architecture and site
planning. A summary chart of other jurisdictional hillside standards is
attached for your reference.
J.L. Webb Planning, Inc. will be providing Council'with a presentation of the
ordinance and guidelines, including Hillside Plan Review procedures and an
explanation of the development standards found in the documents. Copies of
the Ridgeline Preservation and Hillside Development Ordinance and Guidelines
were provided to Council for the February 11, 1992 meeting, so please bring
your copies with you.
RECOMMENDATION:
1. Conduct a study session on the proposed Ridgeline. Preservation and
Hillside Development Ordinance.
2. Receive public testimony.
3. Provide direction to staff.
4. Continue second reading of ordinance No. 92-3 to the regular City Council
meeting of March 24, 1992.
