HomeMy WebLinkAbout1992-10-27 - AGENDA REPORTS - SAFE ROUTE GRANT PROPOSAL (2)AGENDA REPORT City Manage Item to be Jennifer Jones CONSENT CALENDAR DATE: October 27, 1992 SUBJECT: Safe Route Grant Proposal DEPARTMENT: City Manager R: -1T4kri At the September 8, 1992 Council meeting, Council Members Pederson and Heidt directed staff to prepare a proposal for the City of Santa Clarita to offer a grant of up to $5,000 for a safe route model program. The purpose of this approach is to address the safety concerns for children travelling to and from school. This grant would be offered to a school district that could furnish the City with a model program to provide safe access routes, primarily for the school children at the elementary level. The Council is encouraging one of the school districts or Parent Advisory Groups to set up the program guidelines, and prepare a model program that will help ensure the security of the children. This model program is to be presented to Council in report form, including program dynamics, and a final recommendation. The ideal model program will identify volunteer utilization, program expenses, and a safe walking route. It should also include a method by which school children could visually identify these safety monitors. This program would relate to items other than physical improvements to the school access routes and run in conjunction with the City's Suggested Route to School Program that is currently underway. A program of this nature would act as a reminder to the .community that the safety of our children and citizens is a priority in the City of Santa Clarita. A possible funding option for this grant program is to utilize.up to $5,000 of the 1992 Community Service Grant contingency funds. RECOMMENDATION• That the City Council authorize the expenditure of $5,000 for the development of the School Safety Grant Program, and direct staff to notify school districts of the Grant Program. AU"�"�OU ED Agenda Item: SAFE ROUTE GRANT PROPOSAL The City's Safe Route Grant proposal is designed to provide additional safety to children traveling to and from school. This program would relate to items other than physical improvements to the school access routes, and be implemented in conjunction with the City's Suggested Route to School Program. This grant would be offered to a school district or Parent Advisory Group that could furnish the City with a model program to provide safe access routes, primarily for.the school children at the elementary level. CRITERIA The City Council is encouraging the school districts or Parent Advisory Groups, to set up the guidelines for a program of this nature. The applicants must specifically demonstrate a clear, definable model program that will enhance the security of the children walking to school. The appropriate criteria that should be considered along with the suggested safe route proposal includes:. 1. The proposal should include a detailed narrative description of the suggested model program. 2. The proposal should identify volunteer staffing utilization, and or student participation levels. 3. The proposal should clearly outline the anticipated expenses and funding for the suggested model program. 4. The proposal should include a method by which the school children could visually identify the proposed participants in the program. 5. The proposal should identify how the program intends to enhance the safety of the children, and compliment the City's Suggested Route to School Program. 6. The proposal should identify ideas for funding possibilities, independent from the use of the City's grant offer, for the years ahead. A program of this nature would act as a reminder to the community that the safety of our children and citizens is a priority in the City of Santa Clarita. The City Council encourages the community to become involved and take an active role in ensuring the safety and well being of the children.
