HomeMy WebLinkAbout1992-04-28 - AGENDA REPORTS - SAN MARTINEZ GRANDE ASPHALT (2)NEW BUSINESS DATE: April 28, 1992 AGENDA REPORT City Manager Approval Item to be presented b Jan Heidt SUBJECT: San Martinez Grande Concrete and Asphalt Batching Plant DEPARTMENT: City Council BACKGROUND On April 29, 1992, the Los Angeles County Regional Planning Commission will consider approval for a zone change and conditional use permit for the installation and operation of a concrete an asphalt batching plant on San Martinez Grande Canyon Road, on a 4.1 acre site approximately 0.8 miles north of State Route 126, and five miles west of the City boundary. Community Development staff has reviewed and commented on the Draft. Environmental Impact Report (DEIR), which was released for public review in March, 1992. The major issues of concern as addressed in staff's comments on the DEIR include: land use and zone change issues, traffic, water. supply, and biota. While the City is .not likely to experience direct adverse impacts from this project, there exists a concern over the regional impacts of this proposed project. The Santa Clara River Valley Task Force, comprised of representatives from various government agencies which impact and are impacted by the Santa Clara River, have been meeting on a regular basis to discuss regional issues of interest pertaining to the entire river corridor. The Santa Clara River Valley Task Force includes membership from agencies in both Ventura and Los Angeles Counties. Santa Clarita is represented by Mayor Klajic, Mayor Pro Tem Heidt and City Manager George Caravalho. At the Task Force meeting of April 24, 1992, after receiving a presentation about the City of Santa Clarita Santa Clara River Water Features Study, 'the Task Force expressed a desire to study in similar fashion the entire length of the Santa Clara River. Included in the proposed study parameters would be economic development, recreation and sand and gravel mining operations. Mayor Pro Tem Heidt believes that it would be appropriate to send a Member of the City Council and staff to the April 29, 1992, Regional. Planning Commission meeting for purposes of recommending to the Commission that no action be taken on the San Martinez Grande Concrete and Asphalt Batching Plant application until such time as a comprehensive river study can be completed for the entire length of the Santa Clara River. Discuss and appoint a Councilmember to attend the Los Angeles County Regional Planning Commission meeting of April 29, 1992 for purposes of requesting a delay in considering the San Martinez Grande Concrete and Asphalt Batching Plant application until such time as a comprehensive study is completed on the entire length of the Santa Clara River.
