SUBJECT: SANTA CLARITA VALLEY ARTS COUNCIL
DEPARTMENT: PARES AND RECREATION
BACKGROUND
The City recently received a request from the Santa Clarita Arts Valley Arts
Council (SCVAC) for funding in the amount of $50,000. The request was to
specifically fund the following efforts:
1. A feasibility study for the creation of a performing arts center to be
located in the City of Santa Claritat and
2. To allow the SCVAC to function as the City's grantor concerning the
community's artistic needs/requests.
The City and the SCVAC have had a cooperative and productive working
relationship in meeting and enhancing the artistic needs of the community.since
approximately 1989. This is evidenced by the fact that in November and
December, 1989, the City granted two funding requests from the SCVAC for $5,000
and $15,000, respectively, for the purchase of liability insurance, and to
produce an opera theater performance of Carmen. The latter funding was intended
by the City Council to be seed money to be repaid to the City through the
proceeds of .ticket sales from the performance.
The City acknowledges the SCVAC's efforts toward the enhancement of artistic
opportunities in the community as commendable and necessary. However, current
economic conditions indicate that the City does not have discretionary money at
this time to accommodate the SCVAC's most recent request. This assumption is
supported by recent City budget reductions totalling $663,831, which were
necessary to balance the City's budget as a result of the state budget cuts to
cities and counties for Fiscal Year '92/93.

RECOMMENDATION
Based on the above information, staff recommends that the SCVAC's request for
$50,000 be denied at this time. If, however, the City Council wishes to
acknowledge and encourage- the SCVAC's efforts toward further enhancement of
artistic opportunities in the community, it may wish to grant between $5,000 and
$10,000, which could be funded out of the City's contingency account.
