HomeMy WebLinkAbout1992-06-09 - AGENDA REPORTS - SC DRAINAGE BENEFIT ASMT (4)AGENDA REPORT City Manager Item to be presented CONSENT CALENDAR DATE: June 9, 1992 SUBJECT: SANTA CLARITA DRAINAGE BENEFIT ASSESSMENT AREA 6, TRACT NO. 43528 ANNUAL ASSESSMENT FOR FISCAL YEAR 1992-93 Resolution Number: 92-114 DEPARTMENT: COMMUNITY DEVELOPMENT BACKGROUND The County of Los Angeles had previously established Drainage Benefit Assessment Area No. 6 to provide maintenance of a subsurface drainage system constructed to ensure stability of the slopes constructed for Tract No. 43528 (see attached report). The proposition was submitted to the eligible voters in this area, and a majority of voters approved the formation of the District and the levying of the assessment. Since that time, this former County area now falls within the jurisdiction of the City of Santa Clarita. Each year, thereafter; the City Council may determine and impose an annual assessment. Drainage Benefit Assessment Area No. 6 was originally formed on January 28, 1986. The estimated assessment last year was $209.00. The estimated assessment for Fiscal Year 1992-93 is $209.00. So that the property owners are aware of this assessment, we have met with the Homeowners Association to explain it to them. Adopt attached assessment for 43528. ATTACHMENT Resolution No. 92-114 proposing for adoption of an annual Santa Clarita Drainage Benefit Assessment Area No. 6, Tract No. Resolution No. 91-114 Engineer's Report Exhibit A hds:430 Adopted: 1=9 -9� Agenda Item: RESOLUTION NO. 92-114 DRAINAGE BENEFIT ASSESSMENT AREA NO. 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DETERMINING AND IMPOSING ANNUAL ASSESSMENT WHEREAS, the Board of Supervisors of the County of Los Angeles, State of California, established Drainage Benefit Assessment Area No. 6 on January 28, 1986, pursuant to the Benefit Assessment Act of 1982, Chapter 6.4 of Part 1, Division 2 of Title 5 'of the Government Code of the State of California, to finance the operation and maintenance of drainage facilities constructed and dedicated as required for the recordation of a subdivision of land known as Tract 43528; and WHEREAS, Tract No. 43528 has been recorded and the drainage facilities have been constructed; and WHEREAS, this former County area has now become within the jurisdiction of the City of Santa Clarita; and WHEREAS, the Deputy City Engineer's report containing a description. of the service proposed, the revenue to be derived from the assessments, and a description of each parcel of real property proposed to be assessed for these services, has been filed with the City Clerk and presented to and considered by theCityCouncil; NOW, THEREFORE, BE IT RESOLVED: Section 1. That the City Council of the City of Santa Clarita_ hereby determines that the assessment set out in accordance with the Deputy -City Engineer's report for Drainage Benefit Assessment Area No. 6 on file with the City Clerk of the City of Santa Clarita sets out the reasonable cost of the service provided; and Section 2. That the assessment shall be levied upon the respective parcels of land in the assessment area and collected for the 1992-93 Fiscal Year on the tax roll in the same manner, by the same persons, and at the same time as together with and separately from the general taxes of the City of Santa Clarita, without further action by this City Council. Section. 3. The foregoing Resolution was on the 9th day of June, 1992, adopted by the City Council of the City of Santa Clarita, and ex -officio the governing body of all other special assessment taxing districts for which said City Council so acts. ANNUAL BENEFIT ASSESSMENT (Pursuant to the Benefit Assessment Act of 1982) DRAINAGE BENEFIT ASSESSMENT AREA NO. 6 DRAINAGE SERVICES FOR TRACT NO. 43528 Prepared by RICHARD KOPECKY DEPUTY CITY ENGINEER June 9, 1992 Contents 1. Description of the Service The proposed service involves the maintenance and operation of the subsurface drainage system and pump. station •constructed for Tract No. 43528. Tract No. 43528 is located near Soledad Canyon Road and Sierra Highway, in the City of Santa Clarita as shown on Exhibit A. The subsurface drainage facilities consists of approximately five hydraugers or horizontal perforated pipes, each approximately 200 feet long, and a pump station to dispose of the accumulaition of any water within the fill area of the project. The drainage facilities are shown on Exhibit A. Maintenance and operation of the subsurface drainage facilities involves: (1) periodic inspection and evaluations; (2) annual cleaning of the hydraugers; and (3.) operation of the pumps. The estimated total annual cost to provide- this maintenance and installation of drainage devices is $34,121.00. Subtracting an estimated $54.00 unexpended funds from previous years results in an amount needed from assessments of $34,067.00. 2. Description of Each Parcel Drainage Benefit Assessment Area No. 6 is presently composed of 138 parcels described as follows: Assessor's Parcel Number: (See attached list under Proposed Assessment.) Each Assessor's Parcel Number is equal to one dwelling unit with the exception of parcel numbers: 2803-040-010 = 17 units and 2803-040-011 = 11 units for a total of 163 units with parcel number 2803-040-013 being open space and receiving 0 benefit. 4. Basis and Schedule of Benefi The basis of benefit was determined to be dwelling units, i.e., one dwelling unit = one benefit unit.
