HarrisJIYCt i 4Go April 28, 1992 Santa Clarita Retail Needs Study Community Development On March 24, 1992, The City Council received apresentation concerning the proposed power center near Lyons and Interstate 5, outside of the City boundaries. As a result of this presentation, the City Council directed staff to proceed with a local .retail needs study. The Council expressed that Santa Clarita may be "over -retailed" and not matching retail square footage effectively with the potential buying population of Santa . Clarita. Additionally, encouraging new retail square footage could negatively affect local existing business in some instances. Some economic work was completed as a general part of the Plan Background Report and the executive summary of this is attached for the Council's consideration. Although staff believes the concept to be beneficial,- a retail needs study may be premature at this time due to the Valencia Town Center and Price Club developments opening for business in 1992. More current data will be available to assist in the decision-making process once these developments become operational. Additionally, the City has committed funds to the start-up and operation of a Small Business Development Center and it may be worth while to allow the SBDC*time to address small business needs after the new retail uses come on-line before the study is done. Staff has contacted economic consultants and received preliminary. estimates for the completion of a Retail Needs Study to be $35.000-$45,000. To proceed at this time would necessitate. a new appropriation of funds for fiscal year 1991-1992. The new fiscal year budget will be presented to Council in May. RECOMMENDATION Staff recommends the .Council direct that a .decision package for the Retail Needs Study be considered as part of the fiscal year 1992-1993 City budget. MH:lkl:lkt:502
