SANTA CLARITA TRANSIT CHARTER BUS POLICY
PUBLIC WORKS
Since the City began operating commuter bus service in January of this year, several
inquiries have been received requesting "charter" bus service. These requests have been
received from private citizens, as well as from other City departments.
The Department of Public Works recognizes the opportunity of utilizing its buses for the
City's good. However, it is not the Department's intent to enter into competition with
private enterprise in the provision of charter bus service. In addition, Proposition "A"
Guidelines prohibit the use of Prop"A" monies for charter bus services. Also, should the
City receive Federal Transportation Administration (FTA) Capital funds in the future, charter
bus service would be precluded entirely.
Finally, equipment constraints limit the City's ability to respond to requests for charter bus
service. The equipment necessary to provide such service is also used to provide regularly
scheduled commuter service, Monday through Friday.
Adopt the attached Policy and direct staff to implement the necessary administrative
procedures.

Charter Policy
The City of Santa Clarita recognizes the opportunity of utilizing its buses for the City's
good. The City also is not willing to enter into competition with private enterprise in the
provision of charter bus services. If, in the future, the City should receive Federal
Transportation Administration Capital funds, charters will be precluded entirely.
As such, the policy of the City of Santa Clarita will be that charter service will only be
provided to other City departments for public service events. Examples of such events
would be emergency preparedness training, community walk for gang awareness, and
recreation excursions.
The costs of such services will be based on the hourly fee charged by the Transit Contractor.
Payment will be accomplished through a budget transfer to the Transit Division who will
then pay the Contractor's invoice. Proposition A Guidelines prohibit the use of Prop A
monies to go toward charter services.
Charters must be scheduled a minimum of thirty (30) days in advance and budget transfers
. completed no less than one week before the charter date.
Charters will be limited to weekends and holidays and .will be scheduled based on equipment
availability.
