HomeMy WebLinkAbout1992-04-29 - AGENDA REPORTS - SC VENTURA RAIL CORRIDOR STUDY (2)CITY OF SANTA CLARITA I N T E R O F F I C E M RM O R A N D U M TO: Mayor Klajic and Members of the C' ouncil FROM: George Caravalho, City Manager DATE: April 29, 1992 SUBJECT: Santa Clarita - Ventura Rail Corridor Study BACKGROUND In November, 1991, the Ventura County Transportation Commission (VCTC) contracted with Wilbur Smith and Associates to conduct a study to determine the feasibility for rail linkage between the City of Ventura and the City of Santa Clarita. The study, commissioned by VCTC, is being paid by both VCTC and the Los Angeles County Transportation Commission (LACTC). To guide the study, an advisory committee was formed consisting of representatives from the County of Ventura, the cities of Ventura, Santa Paula, Fillmore and Santa Clarita, Southern Pacific Transportation, VCTC, LACTC, and Newhall Land and Farming Company. Santa Clarita has been represented by Deputy City Manager Jeff Kolin and Intergovernmental Relations Officer Michael Murphy. This project has also been the subject of discussions at the Santa Clara River Valley Task Force meetings attended by Mayor Klajic, Councilmember Heidt and myself. Wilbur Smith and Associates recently completed Phase I of the two phase study. Phase I consists of corridor characterization, potential markets and compatible corridor uses, including trails, with commuter rail. The initial study phase determined a favorable scenario for a future rail project with appropriate compatible utilization. Phase II of the study will look more closely at acquisition, corridor preservation, alternative alignments between Piru and Santa Clarita, and project staging issues. Of particular importance to Santa Clarita is the alignment for the tracks as the previous Southern Pacific alignment has been partially built upon since it was relinquished by the railroad. Ventura County Transportation Commission Executive Director Ginger Gherardi will be providing a more comprehensive overview of the study.
