CONSENT CALENDAR Lvnn M. a ris DATE: September 8, 1992 SUBJECT: SCAG Regional Comprehensive Plan: Subarea Resolution DEPARTMENT: Community Development BACKGROUND On July 14, 1992, representatives from the Southern California Association of. Governments (SCAG) made a presentation to the Planning Directors of Santa Clarita, Palmdale, and Lancaster on the Regional Comprehensive Plan (RCP)., The RCP is to be updated to reflect current population estimates, and to identify issues on a regional basis with involvement of local jurisdictions. SCAG will be seeking participation on the following issue areas: 1. Population projections, 2. Transportation, 3. Transportation control measures, 4. A regional development monitoring system, and 5. "Urban form", addressing the relationship between land uses and. transportation. To facilitate the exchange of information between jurisdictions and SCAG, SCAG' is seeking to establish "input areas for subregional planning". During the meeeting, SCAG representatives proposed a "North Desert subarea", to include the cities of Palmdale and Lancaster. The Santa Clarita Valley would either be a stand on its own subarea, or else be incorporated into a larger LACTC subarea. ANALYSIS Staff has considered the options presented by SCAG and identified the following pros and cons to the approach SCAG presented: 1. Establish a Santa Clarita Valley (SCV) subarea. The benefit of this' subarea is that issues' important to the City would not be diluted by concerns of other cities. However, the subarea would be relatively small in area and population, which could make it appear to be a "specialized interest" and thereby weaken the City's position. 2. Incorporate the SCV into a subarea consistent areas. Although this could be beneficial standpoint, staff believes the LACTC areas to be only. six.areas in the entire Los Angeles County) the concerns of the individual jurisdictions. The cities of Palmdale and Lancaster have indicated that they prefer to form a North County subarea including the City of Santa Clarita. Staff feels that this is the best option to promote the City's interests for, the following reasons: a. By joining with the Antelope Valley communities, the area and population represented (in excess of 300,000) greatly increases, giving the City more influence than if it formed its own subarea. b. Although Santa Clarita is approximately 30 miles from the Palmdale/Lancaster area, the three cities are bedroom communities of similar size with similar concerns. Common interests which could be addressed by the RCP include the following: (1) Deterioration of local air quality as a result of our proximity to the Los Angeles basin, (2) Overburdened infrastructure, associated with substantial development and population increases over the -last ten years, (3) Large numbers of residents commuting to work in the Los Angeles area as a result of local jobs/housing imbalances, (4) Traffic congestion on Highway 14, and (5) The effect of County actions, such as growth control policies, on the three cities. C. Although the three cities have had, and continue to have, differenceswhich could result. in conflict• within the subarea, formation of such a subarea could increase cooperation and thereby improve future relations. d. As the cities are currently part of the LACTC area known as the "San Fernando/North County Area Team," a North County subarea would be generally consistent with existing boundaries. They are already acknowledged as the "North County Area" by the Regional Planning Commission. Based on these considerations, staff has drafted Resolution No. 92-171 for the Council's action, opposing the North Desert subarea and supporting the North County subarea. RECOMMENDATION 1. Adopt Resolution No. 92-171 for transmittal to SCAG opposing the formation of a North Desert subarea or a Santa Clarita Valley subarea, and requesting that the City of Santa Clarita be included with the cities of Palmdale and Lancaster in the North County subarea. LMH:KMK:514 RESOLUTION NO. 92-171 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA.CLARITA, CALIFORNIA, OPPOSING THE FORMATION OF A NORTH DESERT SUBAREA OR A SANTA CLARITA VALLEY SUBAREA AND REQUESTING THAT THE CITY OF SANTA CLARITA BE INCLUDED IN A NORTH COUNTY SUBAREA WITH THE CITIES OF PALMDALE AND LANCASTER FOR THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS' REGIONAL COMPREHENSIVE PLAN WHEREAS, the Southern California Association of Governments (SCAG) is updating the Regional Comprehensive Plan (RCP) to reflect current population estimates, and to identify issues on a regional basis; and WHEREAS, SCAG is seeking to establish ."input areas for subregional planning" to facilitate the exchange of information between jurisdictions and SCAG; and WHEREAS, the City of Santa Clarita prefers to establish a subarea with the cities of Palmdale and Lancaster, as the three cities share the, following concerns: 1) Deterioration of local air quality as a result of our proximity to the Los Angeles basin, 2) Overburdened infrastructure, associated- with substantial development and population increases over the last ten years, 3) Large numbers of residents commuting to work in the Los Angeles area as a result of local jobs/housing imbalances, 4) Traffic congestion on Highway 14, and 5) The effect of County actions, such as growth control policies, on the three cities; and WHEREAS, the cities of Palmdale, Lancaster and Santa Clarita are currently part of the LACTC area known as the "San Fernando/North County Area. Team," and are already acknowledged as the "North County Area" by the Regional Planning Commission, a North County subarea would be generally consistent with existing boundaries. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, DOES HEREBY RESOLVE, DECLARE, FIND, AND DETERMINE AS FOLLOWS: SECTION 1. The City of Santa Clarita hereby requests that the cities of Palmdale, Lancaster, and Santa Clarita establish a subarea to be known as the "North County Subarea."
