Nisich CONSENT CALENDAR DATE: October 13, 1992 SUBJECT: 11TH STREET AT NEWHALL ELEMENTARY SCHOOL "NO PARKING 7:30 A.M.- 3:30 .M-3:30 P.M. SCHOOL DAYS" Resolution No. 92-189 DEPARTMENT: Community Development A request for additional no parking zones was received from the school principal (Ms. Joyce Wetterau). The no parking zone will be utilized as extension of the drop-off and pick-up locations for children. Due to the change in school busing policy, an increase in parents dropping -off and picking -up their children in school had increased. Traffic Engineering staff has reviewed the location. Staff determined that the north side of 11th Street, adjacent to school, would be appropriate for a no parking zone, No Parking 7:30 a.m. - 3:30 p.m. School Days." The additional no -parking zone will help ease the congestion on 11th Street, during the a.m. -p.m. commute to and from the school. A survey of the area also indicated that there were sufficient on -street and off-street parking for local residents. That the City Council adopt Resolution No. 92.189, establishing "No Parking Between 7:30 a.m. - 3:30 p.m. School Days" on the north side of 11th Street from 25 feet to 195 feet east of Walnut Avenue. TO 3:30 P.M. ON SCHOOL DAYS WHEREAS, a request was made to establish a no -parking zone on 11th Street west of Walnut Street. WHEREAS, it is consistent with normal traffic engineering practices to establish no parking zones near schools; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION j. That the parking of vehicles on the following streets, highways, or portions thereof, shall be prohibited from 7:30 a.m. to 3:30 p.m. each school day. a. 11th Street, on the north side from 25 feet to 195 feet west of Walnut Street. SECTION 2. Thatthe prohibition of parking of vehicles, except school business, as provided herein shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section No. 1. J0YCE VETTERAU - PRINCIPAL (805)259-8480 August 24, 1992 Mr. Bahman Janka City of Santa Clarita 23920 Valencia Blvd. Suite 300 Valencia, CA 91.355 Dear Mr. Janka: I wish to bring to your attention a problem that Newhall School is going to experience this coming school year. We will be having more parents dropping off and picking up their' children this 92/93 school year due to the fact that parents must pay for busing. More parents have advised the school that they will be driving their children and would like ari extension of the drop off and pick up area. I am requesting that the city post "No Parking -During School Hours" signs, or paint the curb "Loading and Unloading Area", whichever is the most appropriate for a school zone. We would like to extend our drop off and pick up area to Eleventh Street just in front of the bus drop off and pick up area. A map of the requested street is attached. Please fiend your surveyors as soon as possible to address this matter. I need the city's help in making the Eleventh Street entrance safe for our children and school community.
