BACKGROUND

At the City Council meeting of March 10, 1992, Council discussed a letter from
the Los Angeles County Department of Regional Planning. This department is
seeking qualified individuals to serve on a voluntary basis on the Significant
Ecological Areas Technical Advisory Committee and the- Environmental Review
Board. Application deadline to the Department of Regional Planning is March 30,
1992.
The Council considered suggesting a member of the community be appointed.
Applications were sent to four citizens recommended by the City Council. An
advertisement was placed in the newspaper encouraging residents to apply for
this position. Application deadline is March 23rd. Applications will be
submitted to Councilmembers as they become available.
RECOMMENDATION
Review applications and appoint citizen for the Regional Planning application
process.

The City of Santa Clarita encourages residents to apply for a voluntary
position on the Significant Ecological Areas Technical Advisory Committee
(SEATAC) and the Environmental Review Board (ERB). SEATAC and ERB- are
technical advisory bodies to the Los Angeles Department of Regional Planning
regarding biological considerations in the review of development proposals
within Significant Ecological Areas (SEA's) and environmentally sensitive
resources.
Applications are available in the City Clerk's Office at 23920 Valencia Blvd.,
Suite 301, Santa Clarita or by calling (805) 255-4391. Application period
ends March 23, 1992.

Dear Ms. Grindey:
I am most pleased to be informed of Mary Merritt's nomination for
the Significant Ecological Areas Technical Advisory Committee
(SEATAC) and the Environmental Review Board (ERB).
I have known Mary for fifteen years, both personally and
professionally. I have found her to be most dedicated and
responsible in all professional endeavors. She is highly
qualified as a designer as her background indicates. She
received her undergraduate degree from UCSC in Environmental
Planning and her Masters degree from UCLA in Architecture. These
two degrees qualify her most uniquely for these committees.
I have never met anyone as qualified on environmental issues as
Mary. She designed the site -sensitive building on my property in
Bouquet Canyon.
She would be a very valuable member of these committees in regard
to the issues of biological considerations in review of
development proposals in significant ecological areas such as our
own Santaarita Valley. Her background makes her a prime
candidat an advisor to the Regional Planning Department and
the Re : nal Planning Commission.

I wholeheartedly recommend nominee, -Mary Merritt, for the Significant
Ecological Areas Technical Advisory Committee (SEATAC) and the
Environmental Review Borard (ERB).
Not only is Ms, Merritt a uniquely tallented architect, but also she
has domonstrated, through her environmental eduation, a sight
sensitivity that surpasses all architects I have meet.
Ms.Merritt was employed by myself and my husband to master plan and
design our Estate on eleven acres. During her employment with us she
surpassed all of our expectations and gave us more than one hundred
percent of her talent, energy and time.
I£ the city council does not nominate Ms. Merritt to the SEATAC and
ERB, our city will lose a valuable local resourse who is concered and
cares more for the environment than anyone I know.'

A phone call was received from Dr. Ray Dasmann, Professor, from U. C. Santa
Cruz, regarding Mary Merritt.
He stated that Mary Merritt studies at U.C. Santa Cruz in the environmental
studies program. She was an excellent student and one of the leaders in many
of the activities at Santa Cruz, particularly in the field of appropriate
technology.
Mary has a very good environmental education. She went on to graduate school
with very good success. She combines her background and environmental studies
with architecture and is now an architect.
Dr. Dasmann recommends her highly and felt she would do a -very good job on the
committee.

Dear Mayor Hlajic,
I am pleased to write this letter of recommendation for Malia Campbell and
her recommended appointment to the Significant Ecological Area Technical
Committee/ Environmental Review Board.
Malia is a very active and concerned member of our community. She has been
involved innumerous issues that could have had serious environmental impacts on
our valley, and has worked tirelessly to resolve those issues. Mafia has been
outspoken in her obj ection to the Elsmere Canyon and Towsley Canyon Landfills.
She is opposed to any encroachment into S.E.A.'s and was a strong supporter of our
adopted Hillside/Ridgeline Ordinance.
Malia researches all issues, very thoroughly and thoughtfully, and comes to
fair and objective conclusions on those issues. She tries, whenever possible, to
mediate any disputes and makes all her decisions based upon fact and what is best
for our city. Malia is very sensitive to the environmental concerns of our area and
would be an excellent choice for this important appointment.
I would strongly recommend Malia Campbell for this position because I can
think of no other person that could bring together her special qualities to this
sensitive job. She is a knowledgeable and intelligent individual, one who really
cares about our valley, and I believe she would do the best possible job in this
position. I am proud to know her.
