BACKGROUND
The Saugus Union School District has expressed concern for traffic safety in
front of the. Sky Blue Mesa Elementary School. Traffic studies have been
conducted, and based on the results of the studies, installation of a marked
school crosswalk is recommended for the west leg at the intersection of
Larbert Street and Hardesty Avenue. In addition, 188 feet of a "No -parking
7 a.m. to 3 p.m.. - School Days Only" zone is recommended on the east side of
Hardesty Avenue between the existing red curb located south of Larbert Street
and. the southerly school driveway. The complete Engineer's Report is on file
and available in the City Clerk's office.
These recommendations are expected to improve- the safety for school-age
children and reduce the parking and traffic congestion in front of the
Sky Blue Mesa Elementary School.
RECOMMENDATION
1. Adopt Resolution No. 92-4, authorizing the installation of a school
crosswalk for the west leg at the intersection of Larbert Street and
Hardesty Avenue.
2. Direct staff to install appropriate pavement markings and signs for the
school crosswalk.
3. Adopt Resolution No. 92-3, authorizing the parking prohibition on Hardesty
Avenue.
4. Direct staff to install appropriate signs and curb markings to effect the
parking prohibitions.

SUBJECT: REQUEST FOR TRAFFIC AND PARKING STUDY - SKY BLUE MESA
ELEMENTARY SCHOOL
Recuest
The Saugus Union School District has expressed concern for traffic safety in
front of the Skyblue Mesa Elementary School. The primary traffic concern is
on Hardesty Avenue between Aldbury Street and Ermine Street in Canyon Country
(see Exhibit A).
Recommendation
Traffic studies have been conducted'at this location. Based on these studies,
installation of a marked school crosswalk with advance warning signs, (W66,
W66A, W65 and W63) and pavement marking are recommended for the west leg at
the intersection of Larbert Street and Hardesty Avenue (see Exhibit B). The
proposed crosswalk is an additional location to be supervised by existing
crossing guard at the same intersection.
Installation of the proposed crosswalk, pavement markers and signs are
expected to reduce potential conflicts between school-age pedestrians and the
vehicles. In addition, they are expected to increase drivers' awareness of
school-age pedestrian activities at the intersection.
Establish a 188 feet of "No Parking 7 a.m. to 3 p.m. School Days Only" zone.on
the east side of Hardesty Avenue, south of Larbert Street (see exhibit B).
This prohibits vehicles to park and leave space open for pick-up and drop-off
activities in front of the school during the school hours. This
recommendation was first initiated by the school district. They believed
installation of. a no -parking zone in front of the school would serve the
school better and increase the safety for school-age children.
Our survey shows, during the school hours, the area was mostly used by parents
and school staff. This means that installation of a no -parking zone will not
affect the residents in this area significantly.
Traffic engineering staff will meet with the Principal of the Skyblue Mesa
Elementary School and Parent/Teacher Organization (PTO) group to discuss
positive ,steps that can be taken to further improve school childrens ' traffic
safety.

Staff° will emphasize the importance of U-turns, double parking, curb zone
parking violations and usage of on -street parking along the frontage of the
school. In addition, staff will also stress the importance of making all
pedestrian crossings, parents and schoolchildren alike, at' intersections
rather than unexpectedly at random mid -block locations.
Conditions
The Skyblue Mesa School is located on the east side of Hardesty Avenue between
Ermine Street and Aldbury Street. Existing signs, pavement markings, school
crosswalks and crossing guard service locations in the study area are
illustrated in Exhibit C.
Larbert Street is a two-lane residential street. The roadway is 36 feet wide
with curb and sidewalk on each side. On -street parking is permitted. The
prima facie speed limit is 25 mph. Larbert Street forms a "T" intersection
from the west with Hardesty Avenue. An exit driveway from the school enters
Hardesty Avenue on the east side at the top of the "T" intersection. There is
a marked yellow crosswalk and supervision by a crossing guard across the south
leg ,of Hardesty Avenue approximately 120 feet north of a stairway to the
school parking lot and classroom facilities.
There is no stop sign at this "T" intersection, but vehicle code requires the
driver on Larbert Street to yield the right-of-way to all traffic on Hardesty
Avenue. Traffic on Larbert Street is not required to stop before entering
Hardesty Avenue.
Hardesty Avenue is a two-lane residential street. The roadway is 36 feet wide
and curb and sidewalk on each side. On -street parking is permitted. . One
hundred and fifty feet of red curb exists on the east side of the street south
of Larbert Street. Hardesty Avenue forms a "T" intersection from the south
with Ermine Street. Traffic on Hardesty Avenue is required to stop before
entering Ermine Street.
North and southbound traffic on Hardesty Avenue is required to stop before
entering Aldbury Street. Hardesty Avenue south of Aldbury Street is a short
residential cul-de-sac.
Data
Accident data was searched for the period of January 1988 to June 1991. One
accident was reported at the intersection of Larbert Street and Hardesty
Avenue. This single vehicle accident occurred on a Wednesday after dark. The
vehicle ran into a fixed object.
A previously conducted crossing guard study (April 1991) was used as a
reference in this study.
A license plate survey was conducted for on -street parked vehicles on Hardesty
Avenue between Larbert Street.and Aldbury Street. The survey was conducted
during the school peak periods -- 7:30-8:15 a.m., 1:40-2:20 p.m. and
2:20-3:00 p.m. License plate numbers were collected every five minutes, and
they are summarized in Exhibit D through E.

The parking spaces are not marked in the area, and estimated total on -street
parking spaces in the survey area are: approximately 13-16 spaces for the
east side and 12-14 spaces for the west side of the street.
As shown in the Exhibits D -E, parking spaces reached their peak for 10 to 15
minutes during the school's starting and ending time. In addition, more than
50% of the vehicles were parked on the street longer than five minutes. These
conditions combined, result in a short time of traffic congestion and
on -street parking shortage in front of the school during the school peak
periods.
Traffic and parking conditions were relatively better in the afternoon peak
period due to two different ending times: grades 1-2 .end at 1:55 p.m. and
grades 3-6 end at 2:45. Also, school opens an additional access on Aldbury
Street in the afternoon peak periods.
Discussion
It has been observed that a majority of drivers who used the school frontage
(Hardesty Avenue) during the school peak periods were parents and school
staff. During the school peak periods, parents arriving 10-15 minutes before
school's starting or ending time, usually parked on Hardesty Avenue.
It is expected that on -street parking and trafficconditions in front of the
school can be 'improved if an additionalschool access (on Aldbury Street) is
opened in the morning peak period to divert portions of traffic from Hardesty
Avenue.
It has been observed that a significant number of drivers, when dropping off
or picking up children in front of the school on Hardesty Avenue, make U-turns
at the intersections at Larbert Street and Keaton Street. Many double-park
along the school frontage or park at the red curb, which was installed to
improve visibility in front of the school and reduce congestion. Others park
their vehicles on the west side of Hardesty Avenue to escort schoolchildren
across the street at mid -block locations. These actions either contribute
unnecessarily to congestion in front of the school, create opportunities for
children to move about with their presence being hidden from the view of
approaching motorists, or represent lost opportunities for children to be
taught responsible habits of safety using marked crosswalks.
Additionally, it is even more important that parents be continually reminded
of the need to avoid making U-turns, double-parking and parking in restricted
curb .zones (red curb) in the vicinity of the school and to insist that all
schoolchildren pedestrian crossings be made at the intersections.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
PROHIBITING. THE PARKING OF VEHICLES
ON THE EAST SIDE OF HARDESTY AVENUE
SOUTH OF LARBERT STREET
FROM 7:00 A.M. TO 3:00 P.M. ON SCHOOL DAYS
WHEREAS, a: request was made to establish a no -parking zone on
Hardesty Avenue south of Larbert Street;
WHEREAS, -it was consistent with normal traffic engineering practices
to establish no -parking zones near.the school; and
WHEREAS, Section 22507 of the Vehicles Code of the State of
California provides for local authorities to prohibit stopping or standing of
vehicles on certain streets or highways, or portions thereof, during all or
certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:
Section 1. That the parking,of vehicles, on the following street or
highways, or portions thereof, shall be prohibited from 7:00 a.m. to 3:00.p.m.
on each school day.
(1) Hardesty Avenue, on the east side, south of Larbert Street,
portion of 188 feet.
Section 2. That the prohibition of parking of all vehicles, as
provided herein, shall apply when appropriate curb marking or signs giving
adequate notice thereof have been placed as described in Section 1.
Section 3. That staff shall install the necessary curb markings or
signs to effect this Resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
TO ESTABLISH A SCHOOL CROSSWALK FOR THE WEST LEG
AT THE INTERSECTION OF LARBERT STREET AND HARDESTY AVENUE
WHEREAS, a request was made to establish a school crosswalk for the
west leg at the intersection of Larbert Street and Hardesty Avenue;
WHEREAS, it is consistent with normal traffic engineering practices
to establish a school crosswalk;
WHEREAS, Section 21368 of the Vehicle Code of the State of California
provides whenever a marked pedestrian crosswalk has been established in a
roadway contiguous to a school building or the ground thereof, it shall be
painted or marked yellow as -shall be all the marked pedestrian crosswalks at
an intersection in case any one of the crosswalks is required to be marked in
yellow.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve
as follows:
Section 1. That staff shall install the school crosswalk for the
west leg at the intersection of Larbert Street and Hardesty Avenue.
Section 2. That staff shall provide the necessary pavement markings
or signs to effect this Resolution.
