HomeMy WebLinkAbout1992-04-21 - AGENDA REPORTS - SOLEDADCYN MATERIAL TESTING (2)AGENDA REPORT City Manager Item to be presented CONSENT CALENDAR DATE: April 21, 1992 SUBJECT: SOLEDAD CANYON ROAD EAST OF SAND CANYON ROAD (PROJECT 91-04) — MATERIAL TESTING DEPARTMENT: Community Development BACKGROUND On February 25, 1992, Council awarded the subject project to Excel Paving Company. This project consists of the widening of Soledad Canyon Road east of Sand Canyon Road; construction of curbs and gutters, sidewalk on the north side, landscaped raised medians, drainage structures and street lights; and the installation of a traffic signal system on Soledad Canyon Road at the on/off ramp to State Route 14. Material testing is required to support this project, and the following firms responded to a Request for Proposal for these services: Company 1. Professional Service Industries, Inc. 2. Converse Consultants West 3. Leighton.and Associates, Inc. 4. Associated Soil Engineering, Inc. 5. Earth System Consultants Southern California All firms submitting proposals were found to be qualified and were considered responsive; however, based on the hourly rates quoted, estimated total cost, and overall responsiveness to the RFP, staff recommends that material testing for this project be awarded to Professional Service Industries, Inc. (PSI). PSI has over 50 years experience in material testing and has satisfactorily completed similar work for the City _ of Santa Clarita. Also, PSI is currently providing similar services for the San Fernando Road widening project. It is estimated that the total material testing costs may approach $30,000, which is approximately 1 percent of the total construction costs. Enter into negotiations with PSI for material testing services for Project 91-04, and upon agreement, execute a contract for this work. Services to be performed either at a fixed rate, or at hourly rates, as negotiated. In the event that an agreement cannot be reached with PSI, authorize similar negotiations and contract execution with other consultants, in the order listed above.
