BACKGROUND
Recently the City received a letter from the Los Angeles County Department of
Public Works that contained the recommendation from the County Board of
Supervisors supporting individual city memberships on the Southern California,
Water Committee. The membership dues for each City is $750.00 dollars.
The subject of enrollment on the Southern California Water Committee was
discussed at a City Council meeting on 11/11/92. At that time the City
Council voted to approve the membership.
Staff recommends however, that the City Council reconsider it's approval of
Southern California Water Committee membership due to the budget constraints
for fiscal year 1992-93. During the 1992-93 budget process the City Council
authorized $25,000 for the following memberships:
1. $5,000 for the City Clerk's Association, and professional
organizations which include membership dues for CCAN
Innovation Group.
2'. $11,550 for League of California Cities.
3. $5,000 for the Independent Cities Association.
4. $5,000 for National League of Cities.
5. $250.00 for Internal Municipal Clerks Association.
6. $200.00 for City Clerk's Association of California.
To date the items listed within this account have been purchased, therefore
should the City Council wish to join the SCWC funding would have to be
transferred from the contingency funds.
That the City Council not purchase membership on the Southern California Water
Committee. - -- — -- -

This letter contained a recommendation from the County Board of
Supervisors. for individual city memberships in the Southern
California Water Committee (SCWC). ,
The Supervisors and the Los Angeles County Water Advisory
Commission have serious concerns regarding long-term water supplies
for our region and have recognized the outstanding work directed
toward solving this problem by the SCWC.
It is my understanding that you have not yet taken any action in
having your city enrolled as a member of the SCWC. I would like to
urge you to submit your application for membership now, joining
over 70 other Southern California cities, and county, business,
agricultural, and water sector representatives in the very real
need to fight for our area's water future.
Without water, there is no Southern California. I, of course, am
completely aware of budget problems being currently faced by

this region if current water problems are not handled now. Again,
I urge you to consider membership in the SCWC now.
