Nisich/ SUBJECT: STATE ROUTE 126 (SAN FERNANDO ROAD) PROJECT SAN FERNANDO ROAD AT MAGIC MOUNTAIN PARKWAY - PHASE I SAN FERNANDO ROAD FROM SOUTH OF PLACERITA CREEK TO LYONS 'AVENUE - PHASE II NEGATIVE DECLARATION AND REQUEST FOR JURISDICTION Resolution No. 92-218 DEPARTMENT: Community Development The State Route 126 road widening project has been divided Into five phases. The City has agreed to design/construct Phase IIIAV and Phase V, and the County has agreed to design/construct Phase I and Phase II. An Initial Study of Environmental Factors for the entire project prepared in June of 1989 found that the project would not have a significant effect on the environment. Caltrans, as the lead agency for the project, approved the Negative Declaration/Environmental- Assessment (ND/EA) in November of 1989, and the Federal Highway Administration (FHWA) approved the ND/EA with a Finding of No Significant Impact in January of 1990. The County intends to advertise for bids for both Phase I and Phase 11 in the near future. In order for them to administer construction for Phases 1 and Il, temporary jurisdiction of those City streets which adjoin the project must be granted. This jurisdiction would be relinquished once the project was completed. As a procedural matter, approval of the Negative Declaration and finding of no significant effect on the environment has also been requested. The attached sample resolution has been provided by the County for that purpose. RECOMMENDATION Adopt Resolution No. 92-218, giving the Los Angeles County temporary jurisdiction for the construction and approve the Negative Declaration. ATTACHMENTS Resolution No. 92-218 Vicinity Map d1,:m92.2181m Adopted: Ager, 'a item: e RESOLUTION NO. 92-218 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA CALIFORNIA, CONSENTING TO ESTABLISHMENT OF PORTIONS OF BOUQUET CANYON ROAD AND INTERSECTING STREETS ADJOINING SAN FERNANDO ROAD WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES WHEREAS, the Board of Supervisors did on September 8,1992 duly adopt a resolution declaring the portions of Bouquet Canyon Road from 800 feet north of. Magic Mountain Parkway/San Fernando Road to Magic Mountain Parkway/San Fernando Road, those intersecting streets adjoining San Fernando Road from Magic Mountain Parkway/Bouquet Canyon Road to 500 feet south of Drayton Street and those intersecting streets adjoining San Fernando Road from 1,400 feet north of 15th Street to 400 feet south of Lyons Avenue, within the City of Santa Clarita, County of Los Angeles, State of California, should be a part of the County System of Highways; and WHEREAS, said Board of Supervisors by said resolution requested this Council to give its consent to allow the County to construct improvements and perform appurtenant work within said portions of Bouquet Canyon Road and the intersecting streets adjoining San Fernando Road in the City of Santa Clarita described above. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1. Consent to Inclusion in County Highway System. This City Council does hereby consent to the establishment of the portions of Bouquet Canyon Road from 800 feet north of Magic Mountain Parkway/San Fernando Road to Magic Mountain Parkway/San Fernando Road, those intersecting streets adjoining San Fernando Road from Magic Mountain Parkway/Bouquet Canyon Road to 500 feet south of Drayton Street and those intersecting streets adjoining San Fernando Road from 1,400 feet north of 15th Street to 400 feet south of Lyons Avenue, within the City of Santa Clarita, as a part of the Systems of Highways of the County of Los Angeles as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California.. Said consent is for the purpose of constructing improvements and performing appurtenant work as may be necessary by the County of Los Angeles. SECTION 2. Approval of the Negative Declaration. This City Council does hereby approve the Negative Declaration for San Fernando Road (State Route 126) between Valencia Boulevard and Lyons Avenue, dated November 30,1989. SECTION 3. Effect an Environment. This City Council does hereby find that the project has no significant effect on the environment. Page 2 PASSED, APPROVED AND ADOPTED this day of 1992.
