Nisich+ CONSENT CALENDAR DATE: September 8, 1992 SUBJECT: TEMPORARY PARKING - ORCHARD VILLAGE S/0 AVENIDA RONADA Resolution Number: 92.167 DEPARTMENT: Community Development BACKGROUND A request for temporary parking on Orchard Village Road was originated by Mr. Roger Peckinpaugh, President of Frosty's Forest, Inc. (see attached letter). The Traffic Engineering staff reviewed the request and has determined that temporary parking could be allowed along the west side of Orchard Village Road from Avenida Ronada to 1,600 feet south, parallel and adjacent to the Frosty's Forest Christmas Tree Farm from Saturday, . November 28,. 1992 (opening day) to Wednesday, December 23, 1992 (closing day). The recommended temporary parking would allow Frosty's Forest patrons during the Christmas season to park their vehicles along Orchard Village adjacent to the subject property. This action would avoid a situation of patrons parking in the area along Avenida Rotella which is parallel and west of Orchard Village Road and using the pedestrian path to the Christmas Tree Farm. Frosty's Forest has been in the same location and using the Orchard Village frontage for its parking since 1979. The City has recently established the no -parking zone in that vicinity to improve the flow of traffic. If the City does not allow the temporary parking as requested, it will affect the surrounding residential areas and would generate possible complaints from those residents. Mr. Peckinpaugh has been informed by staff that he should look for other parking alternatives because traffic flow may be so impacted in any given future year that we could not recommend the suspension of no -parking during the Christmas season. Mr. Peckinpaugh has indicated that he would pay all necessary costs to the City for allowing this temporary parking to take place. Mr. Peckinpaugh had the same request last year, which the City Council approved. RECOMMENDATION Adopt Resolution No. 92-167, allowing temporary parking between November 28,' 1992 and December 23,1992 along the west side of Orchard Village from Avenida Ronada to 1,600 feet south. Direct staff to do appropriate adjustment to the existing signs to affect this Resolution and also invoice Mr. Roger Peckinpaugh, President of Frosty's Forest, Inc., for all related costs. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA,. DOES RESOLVE AS FOLLOWS: Section 1. That the parking of vehicles on the following streets or highways, or portions thereof, shall be allowed from November 28, 1992 to December 23, 1992. (1) Orchard Village Road, on the west side between Avenida Ronada to 1,600 feet south. Section 2. That the parking of vehicles, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described In Section 1. Section3. Reason: There is no other reasonable alternative for our customers to park and cut their trees. If they tried to park in the surrounding residential areas, I am sure it would generate a lot of complaints from the residents in the area. Parking along orchard Village Road was permitted last year without problems of any kind. General Information: Frosty's Forest has been in business since 1970 and since 1979 on orchard Village Road. The large majority of our customers are from the immediate neighborhood. We have received many compliments on the use of the right-of=way. for growing the trees, approximately 17,000, because they are attractive and environmentally good for the neighborhood. Since we opened, our customers have parked at the curb, cut their trees and left without disturbing the residents in the area. on our busiest weekend we may have a maximum of 60 autos parked at one time, an average day from 0 -to -20 autos parked at1 the curb. 0 Mr. Bahman Janka City of Santa Clarita July 10, 1992 Page 2 Thank you for considering this request.
