HomeMy WebLinkAbout1992-08-25 - AGENDA REPORTS - TRAILS CONST AND MAINT (2)AGENDA REPORT City Manager Approval Item to be presented by: CONSENT CALENDAR Ken Pul kam DATE: August 25, 1992 SUBJECT: City and County Trails Construction and Maintenance Program DEPARTMENT: Parks and Recreation BACKGROUND The City of Santa Clarita through its General Plan has identified the backbone trail system; which includes three primary trails. These include the South Fork Trail, the Bouquet Canyon Trail, .and the Santa Clara River Trail. The attached map illustrates the locations of each trail in the Santa Clarita Valley and how they tie into each other to create the backbone system. The three primary trails travel through both City and County jurisdiction, which is also illustrated on the attached map. The development of a successful trail system within the City is dependent on obtaining trail access, construction agreements, and maintenance programs in both incorporated and unincorporated territory. In order to provide a contiguous trail network, a portion of the funds designated for acquisition, construction, operation, and maintenance will be spent on trail segments which are currently. located in the County. Agreements addressing each of these issues are all necessary components of the trail program and need to be discussed with the County of Los Angeles. Staff is requesting that the City Council authorize the Director of Parks and Recreation to pursue the construction and maintenance agreements with the County of Los Angeles. Upon Council approval, staff will work with the County defining the City's responsibilities for the various segments of trails located within County jurisdiction. FISCAL IMPACT None. The original trail acquisition and construction costs projected by City staff included those unincorporated County areas. It is recommended that the City Council authorize the Director of Parks and Recreation to negotiate acquisition, construction, operation, and maintenance agreements with the County of Los Angeles for those portions of the City's trail system which fall within the unincorporated County territory.
