Nisich;6r SUBJECT: TRANSPORTATION/TRANSIT FUNDING AND GRANT APPLICATIONS. DEPARTMENT: Community Development - BACKGROUND On June 19, 1992, the Los Angeles County Transportation Commission .(LACTC) announced a new application process and a call for projects to be funded via Proposition C and the Intermodal Surface Transportation Efficiency Act' (ISTEA). The City's grant requests in response to -the call'.for projects are due on July 22...Similarly, the City became aware of other• transportation funding opportunities, which also have July deadlines: A summary of the funding sources and grants -follows below: 1. Surface Transportation Program (STP) 110% Guarantee Funds The City does not compete for these funds,. _which are: awarded based on population. The STPreplacesthe Federal Aid Urban.(FAU) funds. The LACTC indicates that the City has a remaining FAU balance of $470,900.00. The City is also eligible for $492;825.69 in STP funds for both Fiscal Years 1992-93 and 1993-94. The combined total for all of these funds is $1,456,551.37. To qualify for these funds, the City must submit a list.of projects to the. LACTC by July 22. The' projects which qualify will be .added to. the Regional Transportation Improvement Program (RTIP). Only projects on the-RTIP can be funded. These programs require an, 11.47%. local match. 2. Proposition C --Forty Percent Discretionary Grants These. discretionary funds are to be used for bus system'- and rail expansion, service quality and customer convenience, and other mandated. projects, such as the Americans with Disabilities Act (ADA).- LACTC designates these funds as the "funds of last resort," and only projects. with no other funding sources can qualify. Approximately forty percent of the Proposition C funds will be distributed via these discretionary grants. 3. Combined Proposition C and ISTEA Funds These flexible funds may be used for transit and related highway uses and capital projects. Applicants are encouraged to, leverage new LACTC discretionaryfunds with local matching funds. Eligible projects include traffic system .management, regional bikeways,. commuter rail, .transit centers, park -n -ride, transportation demand management, bus and rail capital and operations,and bus and rail security. The evaluation criteria', include regional significance, - multi -modal . integration, environmental enhancement, cost effectiveness, and leveraging of fund sources. Agenda Itemolpi Adopted., } 4.. AB 2766 Grants:.Fighting Smog With Funds From Motor Vehicle Registrations_ AB2766 authorized an additional fee on motor vehicle registration.to fund programs to reduce air pollution from cars, trucks, and buses. Grants are available for alternative fuels and vehicles, telecommuting,' Regulation XV, parking and transportation management, signal synchronization, multi -modal approaches, bicycles, and air quality. enhancement.. High levels of 'matching' funds are encouraged. Public-private partnerships and innovative projects that .can implemented quickly and copied easily .are encouraged. These grant applications are due on'July 27. 5. Proposition C Local Return This a non-competitive funding source, estimated at $900,000,a year, to be used in the next three years for commuter' rail construction and land acquisition. Some of the funding sources require a resolution of support from the City Council, which the Council will be asked to adopt at this meeting. Staff will also present a list of potential grant projects, request confirmation from the Council of the staff's approach, and ask for flexibility in making the final grant submittals: The lead time for this process has been short; staff only received initial training sessions and materials beginning in:- late June, with additional material arriving after that. Because of the rushed nature of this process, and the need for additional analysis, staff hasadoptedthe following approach'. . for the Council's consideration: 1. Staff has prepared a general resolution of support from the City Council supporting .an attached list of draft projects, the final listing to be dependent on the discretion of the City Manager.', 2.1 Staff has included a draft list of primary projects for the Council's. review. This list identifies those projects,, which staff believes will compete best, based on our review of•.the grant application materials.and discussions with staff at the,Los Angeles County Transportation Commission and the Air Quality Management District. The primary approach is to. pursue funding for multi -modal improvements. along the Soledad .Canyon. Road/Valencia Boulevard Corridor including bikeways,. transit infrastructure, handicapped accessibility,. access to the commuter. rail service, and transportation center enhancements. 3. Also included is a listing of additional projects, which staff concluded would either not. compete well or for .which applications could not be completed in time. Because of the short time line and the cumbersome and detailed nature of the application materials, staff requests that the Council grant the City Manager the.authority to determine the final number of.grant applications that are submitted. All of the funding sources and grant applications require matching -funds and encourage a great deal of flexibility regarding 'the type of projects that can be applied for. In general, the simple widening of existing arterials and the construction of new roadways is discouraged. Projects 'that_ include multi -modal solutions, improve air quality, increase transit service, and reduce the current dependence on the single -occupant vehicle will likely compete well. At this time, staff is completing an analysis of the matching fundsthat are available and exploring 'potential partnerships with other jurisdictions and the private sector. In addition, staff is also determining, in consultation with the Transportation Commission, the ideal pairings of projects and funding sources. The,'LACTC is also encouraging Cities to apply for more .than -one funding source for individual projects, where possible, as this gives the Commission greater flexibility in matching projects with funding sources. Considering the time constraints, staff will also have to analyze. the number of grant and funding requests it can reasonably complete in the time remaining. RECOMMENDATION Adopt Resolution NO. 92-158 authorizing the City Manager to submit 'grant applications to the Los Angeles County Transportation Commission and the Air Quality Management District as is deemed appropriate and feasible. The City Manager is authorized within his authority to make appropriate application fortransportation projects for consideration of grant funding contained herein as EXHIBIT "A". SECTION 2.
