SUBJECT: FLORABUNDA ROAD AND GRANDIFLORES ROAD - TWO-WAY
STOP CONTROL

BACKGROUND
Due to the recent development of a new housing tract in the surrounding area, the intersection of
Florabunda Road and Grandiflores Road has been modified to a four -leg Intersection from an
L -shape intersection. The intersection is uncontrolled at this time and has a concern for potential
conflicts between the motorists using the intersection. In response to this concern, staff conducted
an evaluation of the subject Intersection. In addition, Los Angeles.County was asked to perform
a similar evaluation, because the portion of the Intersection is within the County's jurisdiction.
Conditions
The west and south half of the Intersection Is within the City of Santa Clarita's jurisdiction. The
north and east half of the intersection is within the County's jurisdiction.
Florabunda Road is a north/south residential local street that forms a four-way intersection with
Grandiflores Road. The roadway is 36 feet wide with curb and sidewalk on each side. The street
has one travel lane In each direction, and on -street parking is permitted. The prima facie speed
limit is 25 mph.
Grandiflores Road Is an east/west residential collector street. The roadway is 36 feet wide with curb
and sidewalk on each side. The street has one travel lane in each direction, and on -street parking
Is permitted. The prima facie speed limit is 25 mph.
DISCUSSION
The Los Angeles County's study recommends Installation of two-way stop control at the
Intersection. The traffic on Florabunda Road should be required to stop before entering the
Intersection (See Exhibit "C").

Based on the results of our evaluation, we concur with the County's recommendation. It Is believed
that the proposed two-way stop control would be beneficial at the subject Intersection for the
following reasons:
1) The location Is a four-way Intersection comprised of a residential collector and residential local
streets.
2) Presently, the Intersection Is uncontrolled.
3) The proposed stop control will establish positive right-of-way control for the motorists entering
the intersection and reduce potential conflicts between the motorists.
RECOMMENDATION
1) Adopt Resolution No. 92-224, authorizing a two-way stop control to be installed on Florabunda
Road at-Grandiflores Road (See Exhibit 'Wand "B").
2) Direct staff to coordinate with the Los Angeles County to Install the appropriate sign and
pavement legends to effect this stop control.

Grandifloras Rd at Florabunda Rd Stop Control
BACKGROUND
The petitioner requested two-way stop control at the uncontrolled
four-way intersection of Grandifloras Rd at Florabunda-Rd.
EXISTING CONDITIONS
The city of Santa Clarita requested a study be performed to install
stop control at the intersection of Florabunda Rd at Grandifloras
Rd. The north leg of Florabunda Rd and the east leg of
Grandifloras Rd is within the County. The west and south half of
the intersection is within the city of Santa Clarita.
Grandifloras Rd is a 35 foot wide partially developed residential
street. Florabunda Rd is a 36 foot wide residential developed
street. Shadow Pines Blvd runs parallel to Florabun a' Rd and
intersects Grandifloras Rd 160 feet west of Florunda Rd.
Grandifloras Rd is two-way stop controlled at Shadow ines Blvd.
The three year accident history ending in July 1992 evealed no
accidents had occurred at the subject intersection.
DISCUSSION
Traffic counts taken on both roadways revealed a 24 hour
intersection volume of 1500 vehicles, 1275 vehicles for
Grandifloras Rd and 253 vehicles for Florabunda Rd.A field
observation revealed the intersection had adequate sight distance
from each leg and moderate speeds. Therefore, due to these volumes
and to establish positive right-of-way control at this intersection
we recommend that two-way stop control with -pavement markings be
coordinated with the City of Santa Clarita to be installed on the
NIA and S/A of Florabunda Rd at Grandifloras Rd.
RECOMMENDATIONS
Install R1, MST, and MSTB for S/B Florabunda Rd at Grandifloras Rd
Establish regulation for t2jg S/B Florabunda Rd at Grandifloras Rd.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ESTABLISHING STOP
CONTROL AT THE INTERSECTION OF FLORABUNDA ROAD
AND GRANDIFLORES
WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any
Intersection under their exclusive jurisdiction as a stop Intersection.
WHEREAS, traffic operation at the intersection of Florabunda Road and Grandifiores Road
would benefit from such a designation.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as
follows:
SECTION 1. That the stop designation as provided herein shall apply when appropriate
signs and pavement markings giving adequate notice thereof have been placed as described In
Section 1.
SECTION 2. That the stop designation as provided herein shall apply when appropriate

SECTION 3. That staff shall install necessary signs and pavement markings to effect this
Resolution.
