BACKGROUND
On October 27,1992, the City Council closed the public hearing on the Unified Development Code
and Official Zoning Map. At that time, the Council directed staff to return with an ordinance for the
adoption of the Unifled Development Code and Zoning Map at the next regularly scheduled Council
meeting.
RECOMMENDATION
1) Adopt Resolution No. 92-200 approving the Negative Declaration for the Unified Development
Code and Official Zoning Map; and
2) Introduce Ordinance No. 92-18 for approval of the Unified Development Code and Official Zoning
Map, waive further reading, and pass to a second reading.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SANTA CLARITA, CALIFORNIA, AMENDING THE
SANTA CLARITA MUNICIPAL CODE TO ADD 17,
ADOPTING BY REFERENCE THE UNIFIED DEVELOPMENT
CODE, RELATING TO THE PROCESS AND DEVELOPMENT
STANDARDS ASSOCIATED WITH LAND USE REGULATIONS
AND ADOPTING BY REFERENCE THE OFFICIAL
ZONING MAP FOR THE CITY OF SANTA CLARITA
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. The City Council does hereby find, determine and declare as follows:
A. That the Planning Commission of the City of Santa Clarita conducted public hearings
pursuant to applicable law to consider a comprehensive amendment to the Santa Clarita Municipal
Code (" SCMC') to adopt Titles 16 and 17, the Unified Development Code ("UDC'j and the Official
Zoning Map for the City of Santa Clarita ('Zoning Map").
B. The applicant for these amendments to the SCMC and the Zoning Map Is the City of
Santa Clarita.
C. The Planning Commission public hearings were noticed pursuant to applicable law,
and testimony was Invited and received.
D. A Negative Declaration has been filed and reviewed In accordance with the California
Environmental Quality Act ("CEQA"), the State CEQA Guidelines, and the City of Santa Clarita CEQA
Guidelines.
E. Following public hearing, the Planning Commission adopted Resolution No. P92-32,
recommending approval of the Negative Declaration, the UDC and Zoning Map.
F. The City Council of the City of Santa Clarita conducted a public hearing pursuant to
applicable law to consider the Negative Declaration Impact, the UDC and Zoning Map.
G. The City Council public hearing was noticed pursuant to applicable law, and testimony
was Invited, received and fully considered by the City Council.
H. The City Council has adopted Resolution No. 92-200 approving the Negative
Declaration of Environmental Impact prepared for the UDC and Zoning Map.
I. The City Council of the City of Santa Clarita passed, approved and adopted the
Comprehensive General Plan for the City of Santa Clarita on June 25,1991. '
J. The UDC and Zoning Map adopted by this Ordinance implements the goals, policies
and actions of the City of Santa Clarita General Plan and is, therefore, consistent with the General
Plan.
K. Following the Commission's review and.approval of the UDC and Zoning Map, minor
changes were made by the City Council, Including:
1. Some technical wording changes were made to affordable housing density
bonuses and the Subdivision Title as recommended by the City Attorney.
2. The following conditions have been added to Section 17.03.090 "HOME
OCCUPATIONS":
12. Vehicle or engine repair shall not be permitted as a home
occupation.
13. Additional conditions may be applied as deemed necessary by the
Director of Community Development.
3. Section 17.15.020 E. "GUEST HOUSES/GRANNY FLATS AS ACCESSORY
STRUCTURES", is amended to read as follows:
E. SECOND UNITS
1. Such quarters may be established on a lot or parcel of land
having not less than 10,000 square feet.
2. The second unit shall not exceed one story in height. .
3. The architecture of the second unit shall be compatible with
that of the primary residence on the lot.
4. Second units may be rented.
5. One additional standard size parking space, which may be
uncovered, shall be created to serve the second unit. Such
parking space shall not be located In the required front or
side yards.
6. The second unit shall not encroach Into the required setback
area and no variance shall be granted for encroachment Into
the required setback.
7. The lot or parcel of land on which the second unit is
constructed shall contain a single family residence as the .
primary use.
Chapter 17.13 "PERMITTED USE CHARTS" has been amended to
show second units (previously "guest houses') as subject to minor
use permits and granny flats have been eliminated.
4. Section 17.17.929 "KEEPING OF SMALL ANIMALS" has been amended as
follows: as many as three dogs may be kept on any size lot. In the event
that all dogs are spayed or neutered, four dogs may be kept.
5. The official zoning map has been amended to modify the zoning
classifications In the area of the Lyons Avenue extension and Placerita
Canyon to conform with General Plan Amendment 92-02.
SECTION 2. The City Council of the City of Santa Clarita does hereby amend the SCMC to
add Titles 16 and 17 relating to the process and development standards associated with land use
regulations of the City of Santa Clarita, by adopting the Unified Development Code, attached hereto
and Incorporated herein by this reference.
SECTION 3. The City Council of the City of Santa Clarita hereby adopts the Zoning Map,
attached hereto and incorporated herein by this reference as the Official Zoning Map for the City
of Santa Clarita.
SECTION 4. The adoption of the UDC by this Ordinance specifically supersedes Titles 21
and 22 of the Los Angeles County Code, previously adopted by reference by the City Council of the
City of Santa Clarita as the Santa Clarita Municipal Code, with the exception of the following
provisions of the Los Angeles County Code which shall not be superseded and shall remain in
effect and continue to operate as a portion of the SCMC:
Los Angeles County Code Section 21.32.200,
Major Thoroughfare and Bridge Fees.
Los Angeles County Code Chapter 22A8,
Part 4, Parkways and Major and Secondary Highways.
SECTIONS. If any section, subsection, sentence, clause, phrase or word of this Ordinance
Is for any reason held to be Invalid by a court of competent jurisdiction, such decision shall not
affect the validity of the remaining portions of this Ordinance. The City Council hereby declares
that It would have passed and adopted this Ordinance and each and all of the provisions thereof,
Irrespective of the fact that any one or more of said provisions may be declared invalid.
SECTION 6. Pursuant to California Government Code Section 36933, the City Council
hereby directs the City Clerk to publish a summary of this Ordinance, or, if the City Clerk
determines that It is not feasible to prepare a fair and adequate summary of this Ordinance, to
publish a display advertisement of at least one-quarter of a page In a newspaper of general
circulation In the City. The advertisement shall be published five days prior to the City Council
meeting at which this Ordinance is adopted. Within 15 days after adoption of the Ordinance, a
display advertisement of at least one-quarter of a page shall be published. The advertisement shall
indicate the general nature of, and provide Information about, the Ordinance, including information
sufficient to enable the public to obtain copies of the complete text of the Ordinance and the names
of those City Council Members voting for and against the Ordinance.

Dear Mr. Henderson:
I own the referenced vacant property at the N/E corner of Furnivall Avenue
and Santa Clara Street. Please be aware that there is an error on Pape 2-
12 of the 9/4/92 version of the UDC that is being considered tonight by the
Citv Council. A portion of Note 1. reads ...that area bordered on the
north by the Santa Clara River... The portion should read ...that area
bordered on the north by Santa Clara Street...
The Planning Commissioners, after due consideration and public testimony,
specified that the north border be Santa Clara Street instead of the Santa
Clara River, because most of the properties to the north of Santa Clara
Street are already developed industriallv. Please refer to my three
previous letters to Ms. Lynn Harris.
It is my understanding that the error is typographical in nature. but I
wanted to write to you to make certain that the error does not become a
Permanent part of the UDC once the UDC is adopted by the Citv Council.
Please keep up the good work: and contact me if you have any questions
regarding the above information.

RESOLUTION NO. 92-200
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
CERTIFYING THE NEGATIVE DECLARATION FOR
THE UNIFIED DEVELOPMENT CODE AND
THE OFFICIAL ZONING MAP FOR THE
CITY OF SANTA CLARITA
WHEREAS, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby find, determine, and declare:
A. The Planning Commission of the City of Santa Clarita conducted public hearings
pursuant to applicable law to consider a comprehensive amendment to the Santa
Clarita Municipal Code ("SCMC) to adopt Titles 16 and 17, the Unified Development
Code("UDC'), and the Official Zoning Map for the, City of Santa Clarita ('Zoning
Map").
B. A proposed Negative Declaration was prepared for the project based on the Initial
Study findings and the determination that the proposed project could not have a
significant effect on the environment, nor would it Impact resources protected by the
California Department of Fish and Game and that a finding of de minimus Impact on
such resources is appropriate.
C. On August 18, 1992, the Planning Commission adopted Resolution No. P92-32,
recommending approval of the Negative Declaration, the UDC and the Zoning Map to
the City Council.
D. A duly noticed public hearing was held by the City Council on October 27, 1992, In
the City Council Chambers, 23920 Valencia Boulevard, Santa Clarita, at 6:30 p.m.
E. Based upon. the testimony and other evidence received, and upon studies and
Investigation made by the City Council and on Its behalf, the Council further finds and
determines that the proposed Negative Declaration Is consistent with the goals and
policies of the adopted General Plan, and that the Negative Declaration complies with
all other applicable requirements of state law and local guidelines.
F. Based upon the foregoing facts and findings, the City Council hereby determines that
the Negative Declaration Is In compliance with the California Environmental Quality
Act (Public Resources Code, Section 21000 at seq.) and that the proposed project will
not have a significant Impact on the environment.
SECTION 2. The Negative Declaration for the project, attached hereto as Exhlbit "A" and
be this reference Incorporated herein, Is hereby certlfled and approved. The Director of Community
Development is hereby directed to file the Negative Declaration with the County Clerk of the County
of Los Angeles.
