Moloznik, Principal of Highlands Elementary School, has requested a passenger loading and unloading zone (drop-off and pick-up- area) to be established in front of the School. (Catala Avenue). A traffic engineering survey was conducted, and the request of a passenger loading and unloading zone was evaluated. The requested area for a passenger loading and unloading zone is currently used by parents to drop off and pick up their children. The same area is frequently used by school employees to park their vehicles. This present situation creates congestion in the parking area, as each parent's vehicle needs to maneuver between parked vehicles to find a space for dropping off or picking up their children. It is believed that congestion in the parking area would be minimized if a passenger loading and unloading zone is established in front of the school (east side of Catala Avenue, north of Empino Lane). The recommended passenger loading and unloading zone will leave 210 feet of curb parking space north of the proposed zone for school employees and visitors. In addition, since the proposed zone is needed during the school hours, the potential impacts of establishing the passenger loading and unloading zone would not be significant to users of curb space in this area. This work is .estimated to cost approximately $500, which can be accommodated in our current traffic striping and signing budget category. A copy of the Traffic Engineer's report is on file in the City Clerk's office. RECOMMENDATION Adopt Resolution No. 92-62 authorizing a passenger loading and unloading zone to be established on the east side of Catala Avenue, north of Empino Lane. Direct staff to have the appropriate signs to effect this passenger loading and unloading zone. Moloznik, Principal of Highlands Elementary School, has requested a passenger loading and unloading zone to be established in front.of the school (See Location Map, Exhibit "A"). Recommendation An evaluation of this request has been completed. Based on the -results of this evaluation, the following recommendation is submitted: • Establish a 120 -foot "No Parking 7:00 A.M. to 3:00 P.M. - School Days Only" zone on the east side of Catala Avenue and north of Empino Lane (See Exhibit "B"). Conditions Highlands Elementary School is located on the east side of Catala Avenue and north of Caceras Street. Catala Avenue is a two-lane north/south residential collector street. The roadway is 40 feet wide with curb and sidewalk on each side. On -street parking is permitted. The prima facie speed limit is 25 mph. Catala Avenue forms a 3 -way intersection with Empino.Lane. The intersection is 3 -way -stop controlled. Discussion The available curb parking area in front of the school is approximately 330 feet long (Catala Avenue). This area is currently used by parents to drop off and pick up their children. The same area is frequently used by school employees to park their vehicles during school hours. This present situation creates congestion in the parking area, as each parent's vehicle needs to maneuver between parked vehicles. HIGHLANDS ELEMENTARY SCHOOL PASSENGER LOADING AND UNLOADING ZONE March 3, 1992 Page 2 The school has suggested that priority at a portion of available curb space in front of the school (120 feet) should be given to the parents to drop off and pick up their children. A reserved zone for this purpose would be appropriate. It is believed that. this proposed passenger loading and unloading zone will minimize the competition between parents and school employees for the curb parking space and reduce congestion in the parking area. The recommended passenger loading and unloading zone will leave 210 feet of curb parking space north of the proposed zone for school employees and visitors. In addition, since the proposed zone is needed during the indicated school hours, the potential impacts of establishing the passenger loading and unloading zone in space frequently used by visitors in this area would not be significant. According to Mr. Moloznik, the school has a plan to add 25 more off-street parking spaces for the school employees. When these parking spaces are constructed, congestion at the curb parking area is expected to be further reduced. Highlands School has an off-street bus loading and unloading zone at this time. AY:21 Attachments A RESOLUTION NO. 92-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF.SANTA CLARITA, CALIFORNIA PROHIBITING THE PARKING OF VEHICLES ON THE EAST SIDE OF CATALA AVENUE NORTH OF EMPINO LANE FROM 7:00 A.M. - 3:00 P.M. ON SCHOOL DAYS WHEREAS, a request was made to establish a passenger loading and unloading zone on the east side of Catala Avenue north.of Empino Lane; WHEREAS, it was consistent with normal traffic engineering practices to establish a passenger loading and unloading zone near the school; and WHEREAS Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: Section 1. That the parking of vehicles, except school buses, on the following street or highways, or portions thereof, shall be prohibited from 7:00 a.m. to 3:00 p.m. on each school day. (1) Catala Avenue, on the east side, north of .Empino Lane, portion of 120 feet. Section 2. That the prohibition of parking of vehicles, except school buses, as provided herein, shall apply when appropriate curb marking or signs giving adequate notice thereof have been placed as described in Section 1. Section 3. That staff shall install the necessary curb markings or signs to effect this Resolution. PASSED, APPROVED AND ADOPTED this day of 1992. ATTEST: Donna M.
