"Westridge" Project DEPARTMENT: Community Development BACKGROUND The Regional Planning Commission will conduct the continued public hearing for the Valencia Company's proposed "Westridge" project on .January 23, 1992. The previous hearing on the project was held on November 13, 1991. During that hearing, staff presented City Council Resolution 91-167, testifying in regard to the Supplemental Environmental Impact Report (SEIR) prepared for the project, asking that the County protect Significant Ecological Area No. 64, the Valley Oak .Savannah, and that project alternatives be considered. Presently, no responses to the City's comments on the SEIR are available. However, it is staff's understanding that a revised subdivision .map has been recently submitted to Los Angeles County Subdivision Committee. County staff have informed us that the number of units in the project has been reduced to 1874 from 1890 -(November 13, 1991), and that additional acreage (approximately 18 acres in the SEA) has been reserved for "open space." Whether the "open space" is "natural" or is planned to be disturbed by grading, golf course development, or other development is not known. At the November hearing, -93.7 acres of the SEA were proposed to remain in a natural condition. If the additional acreage is proposed to remain "natural" as well, then this most recent design would preserve 111.7 acres of .the approximately 300 -acre ,SEA (37X) in natural open space. Prior to the hearing on the 23rd, County monitoring staff will attempt to obtain a copy of the new map, and will attend the hearing, providing testimony as directed. In addition to staff's presence at the Regional Planning Commission hearing, staff believes that it would be appropriate for a representative of the City Council and the Planning Commission to attend the hearing. Accept report and instruct the Mayor, the Planning Commission Chair and staff to attend and to present testimony as directed to the Regional Planning Commission meeting on January 23, 1992.
