HomeMy WebLinkAbout1992-03-10 - AGENDA REPORTS - WAIVE BUILDING PERMITS FEES (2)AGENDA REPORT City Manager.A Item to be pre CONSENT CALENDAR DATE: March 10, 1992 SUBJECT: Request to waive building permit fees and other related fees pertaining to the Santa Clarita Valley Historical Society project at Heritage Junction DEPARTMENT: Community Development BACKGROUND A request has been received from the Santa Clarita Valley Historical Society for a waiver of all future building permit fees and other related fees (plan check, inspection) pertaining to the Heritage Junction. This project consists of approximately two acres of land devoted to the relocation of historic buildings and their restoration at that site. The Heritage Junction project began in 1980 with relocation of the Saugus railroad depot to that site. Since that time, a total of seven structures have been relocated here and others are anticipated. The request would.apply to a single entity only, the Historical Society, and to a single site only, Heritage Junction. A request to waive fees may only be granted by the City Council. The.Council may wish to consider the fact that the Historical Society is a nonprofit organization. The Historical Society has been an outstanding contribution to the preservation and documentation of historic structures and sites. Due to the society's efforts, many historic buildings throughout the Santa Clarita Valley have been preserved, and much of the local history documented. Approval of this request would facilitate future preservation projects. The City's adopted General Plan supports historic preservation. This is noted in the Open Space and Conservation Element, Goal No. 10 and Policies Nos. 10.1 through 10.6. (copy attached). A public benefit would be realized by the granting of this request in that it would assist, in the implementation of the General Plan. RECOMMENDATION Waive all future building permit fees and other related permit fees pertaining to the Santa Clarita Valley Historical Society projects located at Heritage Junction. Policies: 9.1 Establish a city-wide recycling program for the reuse of newspapers, cans, bottles, and other recyclable materials. 9.2 Encourage cooperation with adjacent agencies to undertake and operate solid waste recycling programs. 9.3 Encourage the establishment of composting programs. 9.4 Promote recycling education programs. Preservation of Historical, Cultural, and Archaeological Resources GOAL 10: Protect the historical and culturally significant resources which contribute to community identity and a sense of history. Policies: 10.1 Strongly encourage the preservation of valuable historical structures and consider the development of a historical and cultural resources ordinance for this purpose. 10.2 Consider relocation of valuable historic structures to Heritage Park, whenever they are unavoidably endangered by incompatible development. 103 Continue to support programs established by the Santa Clarita Valley Historical Society and others to identify and preserve historical sites. 10.4 Establish development guidelines to identify and preserve significant archeological sites. 10.5 Integrate historic sites with recreational and open space areas whenever possible. 10.6 Incorporate historic sites into proposed development in such a manner as to preserve the integrity of the site whenever possible.
