Nisich DATE: July 14, 1992 SUBJECT: WHITES -CANYON ROAD - NORTH CITY LIMITS TO SOLEDAD CANYON ROAD PARKING PROHIBITION Resolution Number: 92-147 DEPARTMENT: Community Development BACKGROUND Recently, the County of, Los Angeles completed a Traffic Signal Synchronization project on Whites Canyon Road between Nadal Street and Soledad Canyon Road. This project, which improved the flow of traffic on Whites Canyon Road, was a cooperative effort between the City of Santa Clarita and the County of Los Angeles. The County's Traffic Reduction and Free Flow Interagency Committee (TRAFFIC), has been actively looking for ways to reduce traffic congestion throughout Los Angeles County. One of the areas they have been studying is ways to maximize the efficiency of existing facilities at minimum cost. They have been looking at multi -jurisdictional highways to see what can be done to improve traffic flow. As an outgrowth of that effort, a comprehensive study of the feasibility of parking restrictions along Whites Canyon Road has just been completed. Copies of the reports are available for review in the Engineering Division. r The mid -block widths on Whites Canyon Road are generally 80 feet between curbs with 14 -foot -wide painted medians. There is sufficient roadway width to accommodate one additional traffic lane in each direction in the future. Whites Canyon Road is currently striped for two through -traffic lanes with left -turn lanes at the intersections. Except for several red -curb segments, unrestricted parking is allowed along Whites Canyon Road and accounts for approximately 75 percent of the total curb length. The postedspeed limit is 40 miles per hour, and all intersections are signalized. One school is located.on the west side of Whites Canyon Road and north of Stillmore Street. Bowman High School, which was located south of Nadal Street, relocated to a new location (on Redview Road) as of February, 1992. A review of traffic volumes collected in January 1991, along Whites Canyon Road, disclosed traffic volumes in the range of 14,000 to 22,000. Adapted.,7i Agenda item:__ AGENDA , WHITES CANYON ROAD - NORTH CITY LIMITS TO SOLEDAD CANYON ROAD PARKING PROHIBITION July 14, 1992 Page 2 A traffic signal synchronization project along Whites Canyon Road from Nadal Street to, Soledad Canyon Road was completed using Radio -Corrected Time -Base (RCTB) technology. An RCTB unit is installed with .each signal controller along the route which allows the system to remain synchronized. The elimination of on -street parking from major highways is intended to.reduce potential conflict between through traffic and parked vehicles, increase traffic capacity of each street; and improve aesthetics of the street system. Removal of on -street parking will allow better utilization of the existing street width by allowing the installation of right -turn lanes to improve intersection capacity. The removal of parking would ultimately allow three through travel lanes in each direction on Whites Canyon Road. City staff does not intend to implement the three -lane striping until the traffic volumes justify such action. This is expected to occur some time after the Whites Canyon/Via Princessa connection is open to traffic and Plum Canyon Road is extended between Bouquet Canyon Road and Whites Canyon Road. The elimination of parked vehicles,will also reduce accident potential by eliminating sight obstructions for drivers entering the major street. The estimated cost of installing signs for the parking prohibitions is $20,000. If agreeable by the City, the Los Angeles County Department of Public Works would be willing to do the work using part of the City's available Aid -To -Cities (ATC) funds. The County records indicate that the City has approximately $318,000 in ATC funds available with $163,000 being 1989-1990 funds. The 1989-1990 funds are restricted to Transportation Systems Management -and Congestion Management projects, and this would clearly qualify. There are two apartment complexes on the west side of Whites Canyon Road south of the intersection of Stillmore Street. There would be very little impact to these apartments. Only three -to -five parking spaces are utilized on Whites Canyon Road by those apartments which can be easily accommodated within walking distance on Stillmore Street. The managers of both apartment complexes were contacted and were informed of the proposed parking prohibition along Whites Canyon Road. Adopt Resolution No. 92-147 authorizing the prohibition of parking along both sides of Whites Canyon Road between Soledad Canyon Road and the northerly City limits. Also direct staff -to coordinate work with the County staff to install appropriate signs and curb markings to effect the parking prohibition. ATTACHMENT Resolution No. 92-147 Vicinity Map DLS:684 RESOLUTION NO. 92-147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, PROHIBITING THE STOPPING OR STANDING OF VEHICLES ON PORTIONS OF WHITES CANYON ROAD IN THE CITY OF SANTA CLARITA WHEREAS, the safety of the motoring public would be enhanced by the prohibition of parking on certain major arterial highways in the City of Santa Clarita. WHEREAS, California Vehicle Code Section 22507 provides for local authorities to prohibit or restrict the stopping, parking or standing of vehicles on certain streets or highways, or portions thereof during all or certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: SECTION 1. That stopping, standing or parking of vehicles during all hours of the day shall be prohibited as follows: 1. Whites Canyon Road, on both sides, between the north City limits and Soledad Canyon Road. SECTION 2. That the prohibition of stopping, standing or parking of vehicles as provided herein shall apply when appropriate signs or curb markings giving adequate notice thereof have been placed as described in Section 1.
