A G E N D A CALL TO ORDER 1 ROLL CALL FLAG SALUTE ITEM 1 INTRODUCTION OF NEW CITY EMPLOYEES — This item is on the agenda to present and introduce new employees of the City to City Council. RECOMMENDED ACTION: Introduce ITEM 2 DRAFT DEVELOPMENT IMPACT FEE STUDY - In March, 1991, the City entered into a contract with a consulting firm to prepare a development impact fee study. A draft study was prepared, divided into two studies entitled "Public Facilities Fee Program" and "Art in .Public Places and Child Care Facilities Mitigation Program." RECOMMENDED ACTION: Receive overview presentation and discuss the Draft Development Impact Fee Study. ITEM 3 SOLID VASTE FEES - At their study session in May, Council approved staff's recommendation to hire a consultant to perform a rate -review study of the existing residential refuse and recyling collection services provided by the City's three franchised haulers. RECOMMENDED ACTION: Direct staff to return with a resolution amending schedule of rates to reflect an increase of 6.3% on single family households and 6.6X on multifamily accounts and to include a discount rate for seniors; direct City Manager to collect the balance of $452,000 from the haulers based on their disposal expenses: versus franchise fees due the City; direct City Manager to execute a MOU between the City and the haulers to collect franchise fees 15 days after the end of each calendar month to being January, 1993 with the first payment due February 15, 1993; direct staff to return with a resolution amending the franchise agreement to include an annual rate adjustment procedure based on projected revenues and costs to 'add provisions for the senior discounted rate; and direct staff to develop the Council's rankings and priorities into a systematic approach for managing.commercial.disposal and waste diversion. ITEM 4 ARROYO SECO ASSOCIATES /MUNICIPAL RESOURCE CONSULTANTS EVALUATION OF CITY TRANSIT SERVICES - The City contracted with the above consultants to review the City's Transit service and operations. This report will summarize the findings of the consultants and action staff can pursue to improve transit performance. RECOMMENDED ACTION: 'Council request City Manager work with staff and the Citizen Transportation Committee to develop policies and performance standards for each of the three transit services and report back to Council in 90 days and final recommendation in 180 days. City Council Study Session September 30, 1992 ITEM 5 UNIFIED DEVELOPMENT CODE AND ZONING MAP - A series of public hearings was held over a period of several months as well as nine community meetings which covered specific subjects. Based on the community meetings, staff made significant revisions to the UDC and presented a "red -line" copy to the Planning Commission. RECOMMENDED ACTION: Receive staff report; begin consideration and consensus on the draft UDC and Zoning Map; and direct staff to advertise the UDC and Zoning Map for the Council meeting -of October 27, 1992. ITEM 6 COUNTY MONITORING PROJECT - VESTRIDGE - This item is on the agenda for discussion and direction to staff. RECOMMENDED ACTION. Following public discussion, Council discussion direction to staff.
