HomeMy WebLinkAbout1992-06-23 - RESOLUTIONS - FOUR WAY STOP CONTROLS (2)RESOLUTION NO. 92-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING FOUR-WAY STOP CONTROLS AT THE INTERSECTION OF 15TH STREET AND NEWHALL AVENUE IN THE CITY OF SANTA CLARITA WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any intersection under their exclusive jurisdiction as a stop intersection. THEREFORE, the City Council of the City of Santa Clarita does resolve as follows: Section 1. That the intersection of 15th Street and Newhall Avenue is designated as a four-way stop intersection. Section 2. That the four-way stop designation as provided herein shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1. First, the study was done using existing conditions, then it was done using projected traffic volumes from a proposed new Boy/Girls Club facility. The results are as follows: Under the first scenario (existing conditions), the criteria for installing a four-way stop could not be met. Traffic volumes on 15th Street are not high enough to justify stopping traffic flow on Newhall Avenue. Also, there is no history in the past three years of traffic accidents that can be attributed to lack of right-of-way assignment at this intersection. Pedestrian traffic is also too light to justify a four-way stop. Under the second scenario, three assumptions were made regarding projected traffic volumes. First, the ingress/egress access for the proposed Boys/Girls Club would be changed to align opposite of 15th Street. Second, the two existing bus driveways on Newhall Avenue would be closed with the proposed change to school parking; and finally, school traffic would also use the same access road an the proposed Boys/Girls Club. The attached figure shows projected traffic volumes for the intersection using the second scenario. Using trip generation rates for the Boys/Girls Club and the school, the traffic volume criteria for a four-way stop installation are met. This is due to the traffic generated from the Boys/Girls Club and the student/staff parking facility.
