HomeMy WebLinkAbout1992-12-08 - RESOLUTIONS - HOUSING AFFORDABILITY STRATEGY (2)RESOLUTION NO. 92-233 A RESOLUTION OF THE CITY COUNCIL OF SANTA CLARITA, CALIFORNIA, ADOPTING A COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY ONE YEAR UPDATE FOR 1993, PERFORMANCE REPORT FOR 1992, AND AMENDMENTS TO THE FIVE YEAR STRATEGY WHEREAS, Title 1 of the National Affordable Housing Act requires the City of Santa Clarita to prepare and update a Comprehensive Housing Affordability Strategy (CHAS). WHEREAS, HUD regulations require an Annual CHAS update for 1993, and a Performance Report for 1992. WHEREAS, minor amendments to the adopted Five Year CHAS report are required to reflect current Census data. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1. That the CHAS documents are approved, subject to Sections 2, 3, and 4. SECTION 2. That the public comment period in the CHAS .— documents be open until December 30, 1992. SECTION 3. That the City Manager or his designee be authorized to make modifications and execute CHAS documents with modifications which may result from public comments. SECTION 4. Grindey City Clerk CITY of SANTA CLARITA COMPRMMSM HOUSING AFFORDABILITY STRATEGY ii:.i>.n�.r�,. :v.... .: The National Affordable Housing Act requires all jurisdictions receiving federal funding through the Community Development Block Grant (CDBG), or other housing programs, prepare a Comprehensive Housing Affordability Strategy (CHAS). The CHAS documents include a Five Year Strategy prepared for 1991-96, an Annual Plan for 1993, and a Performance Report for 1992. In the Five Year CHAS, the City of Santa Clarita identified several priorities, including the need to provide new affordable multi -family housing, opportunities for homeownership, relief of overcrowded conditions, and rehabilitation of substandard units. During 1992, little progress was made on these priorities, so specific programs have been incorporated into the 1993 Plan. These include a single family rehabilitation program, a first time homebuyer assistance program, and the use of tax exempt financing for the construction of new affordable multi -family housing. Public input received also included the need for increased tenant rental assistance, emergency shelters for the homeless, and transitional housing. The CHAS, which previously did not include shelters and transitional housing as a priority for funding, has been revised to include these priorities for implementation during the 1991-96 time period. The draft CHAS documents will be finalised after a 30 day public comment period and submitted to the Department of Housing and Urban Development. in addition to the CDBG program, submission of the CHAS will allow the City to participate in federal housing Programs such as HOPE, HOME and the Emergency Shelter Grant if appropriate.
