1994-1998 Comprehensive Housing Affordability Strategy

In 1991. the City prepared a five year 1991-1995 Comprehensive Housing Affordability Strategy
(CHAS). CHAS is a need -based plan of action for affordable housing which is required In order to
be eligible to receive federal CDBG and other housing related funding. In February 1993 the Council
amended the five-year CHAS and adopted a 1993 Annual Pian. Since the adoption of those
documents, the federal Department of Housing and Urban Development (HUD) announced that
specialized 1990 Census housing data has become available. HUD Is now requiring all Jurisdictions
to submit a new five year 1994-1998 CHAS before December 31, 1993 in order to remain eligible to
receive federal CDBG funds in 1994.
RESPONSE:
The Parks, Recreation and Community Services Department has prepared a 1994-1998
Comprehensive Housing Affordability Strategy (CHAS) following HUD guidelines and utilizing new
1990 Census data. Public participation is an important factor in identifying housing needs. Staff
conducted three public hearings to explain the CHAS process and encourage input on housing
needs and community priorities. Additionally, the City conducted a focus group meeting and
Housing Needs survey of social service agencies which futher aided in the Identification of needs
and priorities.
The CHAS is organized into three main parts. The Community Profile describes the City population
and housing characteristics. A Five -Year Strategy identifies priority housing needs and long range
programs that will be implemented to address those priorities. The Annual Plan describes the
actions which will be undertaken within the next year. The priorities and programs identified in the
1994-1998 CHAS are similar to those undertaken In the previous document with the exception of
several new requirements. These Include an analysis of lead-based paint hazards, Identification of
obstacles to meeting unmet housing needs, a description of activities to coordinate public and
assisted housing providers with social service agencies and an anti -poverty plan in the annual plan.
A copy of the draft 1994-1998 CHAS was forwarded for your review on October 15,1993. The 1994-
1998 CHAS was open for a 30 -day public review from October 8, 1993 to November 7, 1993.. The
Planning Commission reviewed the document on October 19, 1993. HUD requires that all written
comments received during the public review period and a City response to those comments be
Incorporated Into the final CHAS document submitted to HUD.

While not a part of the 1994-1998 CHAS, the City will be preparing a 1993 CHAS Performance Report
which will assess. City housing programs and actions undertaken last year. This Performance
Report will also be submitted to HUD by December 31, 1993.
RECOMMENDATION:
1. Approve the 1994-1998 Comprehensive Housing Affordability Strategy and
adopt Resolution 93-147.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA,
ADOPTING A 1994-1998 COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY
WHEREAS, Title 1 of the National Affordable Housing Act requires the City of Santa
Clarita to prepare a Comprehensive Housing Affordability Strategy (CHAS).
WHEREAS, the federal Department of Housing and Urban Development (HUD)
regulations require the City to update the 1994-1998 CHAS Community Profile, 1994-1998 CHAS
Five -Year Strategy, and 1994 CHAS Annual Plan.
WHEREAS, the 1994-1998 CHAS Is required to reflect current Census data and follow a
new format as supplied by HUD.
WHEREAS, an approved 1994-1998 CHAS is required for the City to remain eligible to
receive Community Development Block Grant (CDBG) and other federal housing funding.
WHEREAS, the City has followed HUD guidelines and held three public hearings In
August 1993 to obtain public Input prior to the development of the 1994-1998 CHAS.
WHEREAS, the City has followed HUD guidelines and published a synopsis of the 1994-
1998 CHAS and advertised the 30 -day public review period in the Signal newspaper on Friday,
October 8, 1993.
WHEREAS, the City has provided a 30 -day public comment period on the 1994-1998
CHAS from October 8, 1993 to November 7, 1993.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does hereby
resolve as follows:
SECTION 1. That the CHAS documents are approved, subject to Sections 2, 3, 4, and 5.
SECTION 2. That the public comment period in the CHAS has been completed and staff
shall respond to all comments as required by HUD.
SECTION 3. That the City Manager or his designee be authorized to make modifications
and execute CHAS documents with modifications which may result from public and HUD
comments.
SECTION 4. That the CHAS documents Including required certifications be reviewed and
approved as to form by the City Attorney.
SECTION 5. That the CHAS document be submitted to HUD for approval.
