HomeMy WebLinkAbout1993-09-28 - AGENDA REPORTS - AMBULANCE CONTRACT RESO 93-78 (2)TO-MUff NO 71.1".1 DATE: SUBJECT: DEPARTMENT: AGENDA REPORT September 28, 1993 City Manager Approval Item to be presented by: 0_1 George Caraval o Cfty Manager SANTA CLARITA AMBULANCE CONTRACT Resolution No. 93-78 City Manager's Office In June of 1990, the City of Santa Clarita entered into a contract with Santa Clarita Ambulance to provide emergency ambulance service within City boundaries. This contract was legally predicated on Santa Clarita Ambulance's subcontractual relationship -to Wilson Ambulance, the primary provider to the Santa Clarita and Antelope Valleys (Zone J40). In September of 1992, Wilson Ambulance terminated the subcontract with Santa Clarita Ambulance thus nullifying the City Contract. Wilson is currently the primary and only service provider to both valleys. Since June of 1990, the City, in conjunction with Santa Clarita Ambulance, has made numerous attempts to improve the quality and level of emergency ambulance service throughout our valley. Issues referenced as means to improve service included monitoring of response time, use of 1990 rather than 1980 census data and a split of Zone J-10. As of Mid 1993, the County of Los Angeles Department of Health Services has agreed to use 1990 census data in all reporting requirements. However, the impact of the use of the data on the service of Zone J-10 response time has not been determined. The RFPs for ambulance service in Los Angeles will soon be released by the Los Angeles Department of Health Services for contractor bidding. To ensure that the concerns of the City are represented, the attached Resolution again expresses the need to split Zone J-10 currently the largest in LA County, encompassing both the Santa Clarita and Antelope Valleys into two distinct zones. Based on the increased population inherent in both zones since 1980 combined with unique geographic characteristics, it is necessary for the County to thoroughly review the feasibility of the zone split prior to issuance of the RFPs in order to ensure that the needs of the citizens are met and the best possible ambulance service is provided. ATTACHMENT Resolution No. 93-78 TM:gmm ambulanc.agn RESOLUTION NO. 93-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARrfA, CALIFORNIA, REQUESTING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS TAKE FORMAL ACTION WHICH WILL ENABLE THE PROVISION OF IMPROVED AMBULANCE SERVICE TO THE SANTA CLARITA AND ANTELOPE VALLEYS WHEREAS, the City of Santa Clarita entered into an agreement in June of 1990 with Newhall Ambulance; DBA Santa Clarita Ambulance, for the provision of emergency ambulance service; and WHEREAS, the City of Santa Clarita believes that the citizens of the entire Santa Clarita Valley expect and deserve the highest quality ambulance service attainable; and WHEREAS, Zone J-10, which encompasses both the Santa Clarita and Antelope Valleys, is by far the largest and most geographically unique zone within Los Angeles County; and WHEREAS, the City of Santa Clarita recognizes that service zones should be designed based upon the best census data (1990) to correctly determine population and the projected number of emergency responses in each zone; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby requests the Los Angeles County Board of Supervisors take formal action to: 1. Conduct an official investigation into the level of response time based on 1990 census data. 2. Initiate a study of the new census tract data to determine extent of demographic changes and their impact on Zone J-10. 3. Utilize 1990 census data when preparing the RFP for ambulance service to begin in January 1994. 4. Acknowledge the unique geographic characteristics and population shifts with Zone J-10 and conduct a study to determine the feasibility of creating two zones servicing the Santa Clarita and Antelope Valleys respectively.
